EVENING STAR. CROSBY 8S. NOYES. sssee Etitor, ited tobe BasL NESTATE att thetr < fice, urd Fine present. Br Largest Circulation in the District —— Matter on Every Page WASHINGTON WEDNESDAY..... March 25, Se In Tue Stan's report of the investigation yesterday the following letter from Mr. Bizgs appeared : Re Wasntxeton, D. Eom. WM. Merrick. DRax St:—My attention has been called to the testimony given by Mr. Kuiboarn in relation to me. I did not send any message to him through his bookkeeper. In the petition which I signed, uo charges are made. I have said ia conversation as I said in the petition, that I made no charges, but | asked that the charges made by others, my fellow citizens, examined. 1 do not regret having sign r + and trust that a fu Will be made of the charges. Y Gao. W. Kides It will be seen that this denial of having sat the message to Mr. Kilbourn is @ mere quipble. He does not and cannot deny having made the statement alleged, to Mr. Kilbourn’s bo; keeper, and the latt-r understood it to be « message to the firm. what we wish to cal: attention to more particularly is the attempt by Mr. Kiggs to evade the moral and pecuniary is & Co., ith March, 1874 responsibility of making charges himself, by ssking that charg le by others, leas re- sponsible than himself, 1 be investigated This is what would be » in the language of his own business as a bauker, an endorse- ment “without recourse.” Thas, when a Person who endorses over a note. draft, &e.," to another person, and desires to guard himself against dangerous responsibility be adds “without recouse.” Then he ia no Mable to pay if the maker of the note should fail to make payment. This is precisely the position of Mr. Kiggs and otber wealthy memo- Tialists. All the weight the charges gets be- fore Congress and the country is on their re- sponsibility as makers, while in reality, by the dodge practised, they neither make them nor endorse them; or, save themselves cau‘iously from risk by endorsing “ without recourse.’ ‘They use the in-igniticant, or tmpecunious, or characterless individuals who make the charges, 88 cat’s- paws to pull the chestnuts from the fire, while they escape all risk of a scorching by re- | maining in the background. This course indi- cates two things First, that they have no hope that the charges can be sustained, and, second. that they are aware of the odium and unpleas- aut responsibility that will be incurred by those who make wanton, random charges of this gravg-eharacter, and fail to substantiate them. ‘The New York Sun and dred sheets speak of the ground covered by the Kilbourn and Latta purchases as ahowling wilderness in an obscure suburb of the city, out ef the line of improvements, and which was only brought into market by forced and uncalled for improve- ments by the Board of Public Works, for the benefit of the speculators who purchasad it ‘The pisin fact is that the ground in question is directly north of the White House, and is almost within a stone's throw of the very cream of upper-tencom—the mansions of the Corcorans, the Riggs, the Fisbs, the Thorn- tons, the Sumners, and all the rest. The fashionable Arlington hotel overlooks the whole tract. As everybody knows it lies in the direct lime of the city’s main growth which is north- ward, and nothing has prevented its coming into msrket hereto‘ore, but the fact that it was intersected by a water course, and needed drainage and sewerage. That’ thi- tract fo near the exceutive offices and three of the Government Bepartments (Treas- ury, War. and Navy) and adjacent to the d: lomatic quarter, Cabinet ministers, and the elite of Washington society. should have remained so long in this waste Condition, a malarious plague-spot, was One of the many disgraces ot the city under the old regime. That it would be reclaimed, payed and fewered under any gentral system of improvement was inevitable, and it needed no gitt of prescience or any collusion with the Board ef Public Works on the Part of keen, Wide-awake reai estate men, to see that the Price of ground must advance largely in that part of the city where those improvements were made. That, we believe, tells the whole story ef the Kilbourn-Latta purchases. << -__ ‘The New York Evening Post thinks the reso- lution recently introduced in the House by Mr. ex appropriating two hundred bronze cannon for a statue of Admiral Farragat, has the merit Of being economical since the guns were to be received in full payment of the sculptor. The same journal goes on to say, “we hail any symptoms of economy on the part ef this Con- gress, though we must say that there are other subjects of legislation im which it might better manifest itself than in matters of art.” We are able to enlighten the /’os/ on this particular sub- ject as its conclusions are very wide of the mark ‘The resolution of Mr. Cox was referred to the Joint committee on the library and by them considered at their last meeting a few days since. On looking into the matter the commit- tee came to the conclusion that the proposed compensation of the sculptor was altogether too bigh, since the real va'ue of the two hundred bronze cannon was at least <100,0¢0—some of the members estimating the figure at £150,000. They therefore concluded to let Mr. Cox's spe- cious resolation sleep the sleep that knows no waking. So the Post will discover that the Proposition was not such an economical mea- sure after a LI. —— That public and disinterested motives are assumed by the opponents of the consolidation of the names of Georgetown and Washington as ® pretext for personal considerations is too transparent to deceive the committees of Con- gress or anybody else. Expansion of the boundaries of Georgetown, is a collateral issne perfectly irrelevant to the question of consolida- ton. It is a weak invention of the enemy to Provoke a conilict between town and county, absorb attention in divided counsels, and thus defeat the measure. West Washington, the name advocated by the minority, evidently for immediate personal interests, does not answer | i the exigency of the case. The same incon- | veniences and disadvantages would follow this | innovation that attend the present status. Unity | of name as conducive to uniformity, consistency, certainty, and unity of spirit and harmony of action is the desideratum. Washington, pare and simple, isthe appropriate designation for the two cities when un'ted in name as they now are im fact. -20-- Some of the outside payers seem to be badly demoralized by the wild, confused yarns sent at from Washington by the gifted independent | telegraphers. Thus a Boston journai of eight- page ponderosity whacks away at random: “Mr. Latta went so far as to acknowledge that Governor Cooke of the District had invested in the **pool” to the amount of $25,900, and that gentieman’s career of usefulness will, in conse- quence, end with his present term of aifice.” If this Boston editor perseveres in his guesses St truth, after this style, he may in time reach the fact that Governor Cooke left office some ume ago. Av important case involving the legality of a latesetzure of liquors in Boston has just been decided in Bostop. A state constable seized a stock of lijuors and arrested their owner for a violation of the prohibitory law. The defendant eet up the plea that the goods seized were in the original package as imported, and that there were only s few bottles on the bar at the time of the seizure, exhibited as samples, and did | |. | | me the Pratt y TiOmAL okritat ry e00l atu ths 7 orels SS x THIS EVENING. ‘ait are of Preside + it or Orrice, March 24, 1574. eee te a Seer ‘* oTIOn sername, Tecetving short weights or rom siers in this market are re- euaute! guested os the Commiests uer arid Market-m: wer to Teport the seme at the clerk’s office, and @ spec ¥ ire es will be given mnt 24-3t McFARLAND, Market-mwter. ce Guy Ball, for the aluation Teturned by the Assessors upon new buildh Juve W155. ‘The Board will excepted. from 1 mars-td ISK March FIV NGTON ‘st, 1874 gr CUTIVE OFFIC: DISTRICT OF SoLompra, F the por: improvements, &c., (erected during the year 1W3')for the tax for the Bocal year eading ArioNaL SAVINGS BANK, WA) + Janwary 12, 1A74. terest on moet femade in this ‘bank from and peria and aves in) the west wing of the ein seanton each 4 chek @ m. te 3 0 nd of $0 Gaye, commencing March 9 aud q by the Sq) of hearing appeals from jandays ck D. m.. rae the J snd sil money on deposit up to March Ist, will draw SIX PER CENT.
