The instalment system bas been considerably extended within s few years past, since it plausibly undertakes to meet the convenience of poor people and those in moderate cireumstances, and conse- quently it f¢ important to understand the prin- ciple underlying-such transactions, and the respensibility of the seller and bayer respec- tively. A judicial decision has recently been made in Baltimore affecting a case in which there was a written contract between the buyer and seller. A sewing machine was sold for $55, the buyer agreeing to pay #10 per month until it was paid tor. made lis payments regu- larly for ten months, at the end of which time be was in debt to the seller to the extent of 35. ‘This small sum the buyer failed to pay, and at the end of eighteen months the seller replevied the machine. The case was brought before the city court of Baltimore on appeal, and judg- ment entered in favor of the seller with costs. ‘The court, it is unde-stood, acted upon the terms of the written contract between the par- ties. Another decision is mentioned where the seller seized his goods sold on the same instal- ment plan, on the ground that the buyer had not complied with the provisions of his contract. ‘The court ruied that the seller had a right to repossess himself of his property, and that he committed no trespass. It is important that all persons buying on the instalment plan should carefully read the provisions of the con- tract before signing ft, in order that they may understand the conseyuence in case they fail to comply with it. Philadelphia, for instance, which is wretch- edly paved and sewered, has to-day a debt of not less than sixty millioas of dotlars, or only a third less than was the entire debt of the United States in March, 161, and more than double the total indebtedness of Pennsylvania at the Present time. Cincinnati and a dozen other American cities are im the same tmpecunious condition, with little to exhibit for the money expended. Washington city has been reclaimed and recreated for a sum that is but a fraction of the expenditares of otller cities for public works not a hundredth part the magnitude of thoee executed here. The truth is, the war of these papers on the District is a political one, really leveled against the administration and the republican party; and some of the republi- can papers of the country are green enough not to see the cat under the meal. ‘An Impartial Opinion. The people of Washington, while resenting senseless or interested abuse, glatly welcoms intelligent and candid criticism of the work of renovation and improvement. Colonel W. W. Clapp, editor of the Boston Journal, recently Paseed @ fortnight in Washington, and editori- ally gives the result of his observations bere, as | lollows lame of 545 printed pages to tal affairs ot the District of » and @ Congressional investigating committee propose to examine and report upou the expenditures which have carried the bond- ed debt to 89.15.00 41. The exten- Sion of avenues, the creation of new streets, | nd the excelience of the pavement, contribute | quaterially to the beauty and attractiveness of | the city. We can see no reason why a liberal | portion of these special expenses for permanent improvements should not be met by the federal government, for such » capital redouuds to the Credit of the people of the whole coantry. Wash- ington is becoming the permanent residence of & large number ot wealthy citizens, who are at- tracted there by the social advantages which it presents, and by the fact thateach year it offers Jnereasing meas of passi manner which can be regulated by the resident according to bis tastes or wishes. It will be as fashionable, at no distant day, to have winter Tesidences at Washington as it now is to have summer residences at Long Branch, Cape Ma: or Swampscott.
