CROSBY 8S. NOYES...,...Editer. Circulation in the Beading Matter on Every Page WASHIN' GTON CITY: | ..Mareh 17. 1874. : ee them be Com- Our Civil © Considering cnet rs is a form of government is which the military is subordinated to the ci: branch in the administrationof public atfairs, it must be conceded that the people of the United ‘States have ao far done pretty well by their mili- tary heroes. Nearly half of the men who have been chosen to fill the Presidential chair were 9 chosen on account of their services in the field; and in a large majority of cases where a monu- mental! shaft or 4 bistoric effigy has beenerected im memory of a distinguished American it will be found that its subject has carved his name on the roll of honor with his sword. We have no fault to find with this. Our only cause of regret . is that this praiseworthy disposition to perpeta- ate the memory of eminent men has not taken 4 wider range, and included a larger number of those whose laurels were won in the-tess bril- ant but not less honorable fields of civil effort, and who have in that way so aptly illustrated the trath of the poet Victories no less renowned than war.” Beyond all question, the grandest event in the career of this nation was the aboli<hment of slavery. The brightest page in the first han- dred years of its history is that which records the giving of liberty to four mitlion husan be- ings. The great and good man who signed the decree of emancipation fell by the hand of the assassin before the fruits of his labors had been fully gathered, and yesterday the grave closed Over the form of the last of the four foremost men in all the movements leading up to that sublime result. Of all men who contributed to make that result possible, none were more per- sistent, more consistent, more earnest, er more influential than Satmon P. Cuasa, Horace GeezLey, Wittiam H. Sswarp, and CaaR.es Sumwgr. If any event in the history of the American people ts worth commemorating, it is the abolishment of haman slavery; if the name and form of any American citizen deserve to be perpetuated, they are those of the illustrious men we have named, in connection with the bame and form ef Assanam Liscotn: the wise and brave moulders and organizers of Public opinion, and the faithful and conscien- tious consummator! The present generation owes it not less to posterity than to itself to erect in a conspicuous and accessible place in the public grounds in Washington a historic group of statuary which shall include on a common base the brovze or marble image of these tive men. It sheuld be simple in form, and comparatively inexpensive as to cost. It will need few of the emblematic devices of art, and none of the adornments of mythological symbelism. The figures of this matchless quintette, gloritied by the hallowed associations of their livee, will be enough. Nor should it be left to the people at large, nor to any class, nor yet to any society or orga- nization, public or private, to do this noble work. It should be undertaken and carried out by the government, itself,—which, after all, is ouly the crystalised expression of popular feel- ing and the public will. The group, complete in piace, need not cost over a hundred thousand Gollars; and, poor as the Treasury may be said to be, thete should not be an hour's delay in Sppropriating the necessary amount of money and ordering the work to be begun. Neither need there be any difficulty in de- termining how or by whom the monument shall be executed. Let the commission be given to five sculptors of experience and kvowledged reputation, jointly, with authority to agree upon and prepare a model, subject to the approval of Congress, and with authority also to apportion the work among themselves as may be by them deemed most certain to attain the high end im view. In this way govern- ment would secure 4 work of art at once worthy itself and the subject sought to be commen- crated. Who will set the ball in motion to bring about this proud result? -se-- Since Gov. Kemper, of Virginia, took a man- ly stand by vetoing the Petersburg charter bill he has been the recipient of hundreds of insult- ing letters, some of which, according to a Kiche mond correspondent, indicate the high mora} standing of the writers, by commencing, in classic phrase, ““‘D—n you.” A toast recently Grunk in Petersburg by some of the governor's former admirers, and published in one of the Journals of that city, gives an idea of the bit- terness exhibited—*May the sun refuse to shine on him, may the earth deny him a grave, may heaven refuse him a home, aod may G—d d—n him eternally.” The Richmond Whig of the 16th instant contains @ sensible article on the subject, in which it says that the burning of the governor in effigy by citizens of Petersburg and the placards with inscriptions Wanted, Five Hundred Men to Lynch Kemper,” was a far greater reflection upon themselves and the good name of that city than it could pos- sibly have been upon the governor, and feels assured that when reason shall have re- sumed its sway such will be the retiec- | tion of many of those who have taken part in the riotous proceedings of the last few days. ‘The Whig goes on to say that after the passage of this bill the governor invited a conference with the most distinguished conservatives of the two houses, all of whom were active friends and advocates of the bill, and stated his difti- culties and urged them as friends of the measure to remove the stumbling blocks out of his path- way, toconvince him that he was in error, to give him but a plank to stand upon as he was anxious to be with his friends. The result was that he was told by the very advocates of the | bill, by those who had endorsed it by their votes, that be was right; to stand firm; to veto the bill; sohcited by a soldier tn 1962 for a few franks, h> | Feplied by note, saying: ‘It would be unlawful to comply with your request.” The Sena‘or did not stop to ask if he woald not gain a friend by granting the request, but simply asked him- self if he could conscientiously comply with it, and at once decided according to his convic- _ tons. ee If this was the first of April we should set down the story which reaches us from North Carolina ria New York city by telegraph to-day Of an active volcano in the old North State and the flight of the inhabitants asa hoax; as it is, we await farther intelligence, which may develop the fact either that the woods are on fire or the illicit stills in active operation. —_-+ee-____. They estimate the metal thus pro- posed to be given away as worth from seventy- Sve to one hundred thousand dollars. Oar | commentary would be that a man having brass enough to make the proposition doesn’t need aby more in the shape of old cannon. ——_—___.<ee.____ The Chicago Tritune fears Mr. Dawes has not the moral courage to refuse to correct his speech arraigning his party for extravagance in expen- ditures of the public funds. It is a little singu- lar that a journal of the pcneceninag ot the Cbicago Tribune should characterize courage the refusal of apublic man to eorrect egregrious errors into which he may have inad- vertently fallen.
