EVENING STAR. CROSBY 8S. NOYES...,...Editor. Largest Cireulation in the Distriet Beading Matter on Every Page WASHINGTON OITY: THURSDAY. March 12, 1874. Not Much of « Tidal Wave. ‘The “liberal” papers of course, and occa- sionally « faint-hearted republican paper, as the Boston Advertiser yesterday, are disposed to look upon the New Hampshire election as a matter of dire omen to the republican party. Really the only wonder is it the Tepublicans have not bad fewer reverses in the series of otf years usually 60 disastrous to the party In power. As regards the New Hampshire election, the amount of comfort to be derived from it by those who hope to occupy the shoes of the re- publican party may be estimated by the net Proceeds of the like democratic success in that state in the spring election of 1371. Then as ow the democrats balanced the republicans in the senat®, while in the house they had a ma- jority of one. At the same time they elected Weston governor by 30% majority. This victory was heralded as the visibie sign of that “tidat wave” which was to sweep out the administra- tion and the republican party. Then as now, & few republican papers were disposed to be despondent, while the “liberal” papers tang out their banners with the boastfulness of sured victory. But the next year the New Hampshire republicans elected their governor by 1,49 majority, and when the Presideatial contest came on gave Grant 5.445 majorit that the republican party is in its decadence, but it will require something more than the New Hampshire election to establish he fact Amidst the conflicting estimates brought out by the death of Mr. Sumner, as to his proper rapk as a statestian, and concerning the grade Of bis abilities beyond bis fine scholarship, there is one general point of agreement, and that is as tothe surpassing nobility and purity of his life. He was an egotist, as all had.occasion to Sppreciate who came in contact with him, but this quality of pride and self-appreciation doubtless had much to do with his digultied avoidance of the muck of party politics. He beid himself above all the manipulations of the aucus-room or the polling-booth, and it is told of bim tnat when some years ago the contest for the Senatorship was particularly close, it was only after the most strenuous efforts that he could be induced to take any part in bis own behalf, and then only to the extent of making a speech at the State convention. It is to the credit of the state of Massachusetts that amid ail the keen contests for Mr. Sam- ner’s seat, and despite his utter want of all the arts of the politician, she has kept bim at Wash- ington as her national representative tor twenty- three years, and would doubtless have continued bim bere as long as he was capable of occupying bis pest, bad his life continued. And it will be @ matter of satisfaction to the Massachusetts People that the slight ripple in the current of utual regard between them and him, occa- sioned by bis vote upon the rebel battle- flags, ‘was effaced before his death, by the recall of the rerolution of censure by the Massachusetts legislature for that vote. The old Bay Statecan Dow receive the ashes of her illustriousson with- out any feeling of contrition mingled with her grief. Mr. Halstead, editor of the Cincinnati Com. mercial, is widely known in the west as the “Great American Card Writer,” and he now bids far to acquire that title in the east. His latest effort in that line isa card nearly a col- umn long, published as an advertisement in the Ch of this city, and TagSrar this evening, in reply to an allegation by another paper (the Republican) that he had been “‘brand- €a as a bribe-taker by the Legisiature of Ohi Mr. Halstead denies the charge, as a matter of course, and, we doubt not, with truth. Bat what he does not deny is the fact that he a- mitted under oath before a committee of the Ohio Legislature that it was bis habit as an ed itor to charge fraud, corruption and bribery upon public men without any evidence to sus- tain his charges, and upon no other authority than the vaguest of rumors. That confession in- jured the Commercial and its editor far more than any charge of taking bribes possibly could. Im this same card, for instance, in which ne shows such sensitiveness in regard to what he alleges to be unjust charges against himeelf, he Proceeds to throw out a number of palpably unjust and unfounded charges inst our Dis- triet government. We have had the opportunity this season of hearing many ct the best lecturers of Europe, ‘as well as of the United States; now we advise all who can to visit Lincoln Hall to-night, and see what the Red men on the confines of civili- zation can present iff tbe way of oratory. If we are not much mistaken, the Indian Nation, as Tepresented by Col. Boudinot, (son of the late Cherokee chief of that name,) will not be found far bebind the most favored nations in this re- spect. Col. Boudinot is a natural orator, has a fine presence, and the advantages of scholarship, and the opportunities tor close observation of the roatters treated of in bis lecture. Petersbarg being the only Vv irginia ¢ city with & republican municipal administration, the democratic state legislature took it upon itself to adopt @ charter for that community virtu- ally depriving it of self-government. By a tele- gram in to-day’s Stag it will be seen that Governor Kemper has wisely vetoed this anti- democratic as well as anti-republican measure, which might, if carried out, bave recoiled at some time upon the heads of its originators. Ruskin, the great English art critic, recently tried his hand at painting a picture, and when he sent it to the gallery for exhibition it receited the same mark of distinction that was once con- ferred upon one from the hand of his great exemplar, Turner. It was hang by the hanging committee upside down, ana it was some time | before the mistake was discovered, and then, We believe, only by the artist himeeit. Representative Cox's 's bit constituting an art council, mentioned in Monday's Stag, is likely to encounter very serious opposition, on the ground that all the artists named live in New York, and that it is therefore unjust to artists in other cities. Copgress some years ago got up & ponderous commission of leading artists to decide upon art matters at the capital, but it proved a notable Considerable feeling is naturally expressed by the employésof the Washington navy yard that they are compelled to lose thei time on | Bational holidays, or when the yard is closed by the order of the Department, when in all the other departments of the government the em- | Ployes, whetber per diem or otherwise, get their | pay. There does seem to be a spice of injustice or inequality in the matter. eee aeecsoeseien ‘The literal meaning of angina pectoris, the | disease from which Mr. Sumner died, is pain in | the chest or breast.
