EVENING STAR. ‘Tux Sraz, which, from its start, has been the pa- per of the people, has, by the pains taken to =e it asafe, reliable, newsy and acceptable visitor’ every fumsily, gained « popularity amongst all cleaves | ecmmaunity ofthe second to that of no newspaper in Saebacheenanben very much larger than that of ‘all the other city dailies combined. This is no idle | claim, but one we are prepared to establish st any | time by “beoks and papers.” And this circulation, as stated above, is universal, reaching the busi- hess community, the wealthy, the great indus- | trial forces, the skilled mechanics, the lsboring men, the bankers, the merchants, the house- Keepers, the government employes, the Congress- men—in short, there is no circle where Tax Stax is not s regular and welccme guest. The Fevult is that Tex Star affords ansorpaseed ad- Yantages ase medium of commonicaticn between ‘all classes of the com ity, im the way of the ad- Sitmant of Gomand and cnopiy. -20-2- It would appear that the eity of Cincinnati in Senator Thurman’s state needs to be con- gressonally investigated. The finance com- mittee of the Cincinnati coancil has made pab- lie a statement that there Is a present deticit in the general fund of over halt a million, that the whole defict to July 1 will be $731,835 53; that the sewerage, police, street cleaning, infirmary, and light funds are all deficient, and that the je deticiency to July | will be $1,090,341.58, h the Council has resolved to ask the Gen- eral Assembly for authority to settle by the is- sue of bonds. One of the most reliable of the Cincinnati papere—the Gazette—says the city by malad- ministration is exposed to be sued as a bank- rupt; that “this shameful exhibit is but one of the proofs that this city has not a capable or responsible government,” that “the Council amessable improvements with so little intelligence that it has become a regular pri tice to contest them for informality, and so | throw the cost on the general fund;” and that the, Cincinnati government ‘‘isa thing of shreds Patches that might do on but is unfit for a rap: city.” 28 We note further in regard to this “‘shamefu! exhibit” of nicipal affairs in Cincinnat: tat f appears the city has nothing to show for the large expenditures causing this deficit. Our District government is al to point to the grandest series of improvements achieved in modern times as the vouchers for its expendi- tures, and yet these officials have been hounded at every step by the “liberal press,” which is as dumb a4 an oyster in regard to the bad condition of affairs in Cincimnati, and we might say of every other American city of an hundred thousand inhabitants. The sewerage, police, schools, street cleaning, infirmary and light funds may all be deficient in Cincinnati without a word of comment, but if under all the burdens of carry- ing on the great work of improvements, and the embarrassments occasioned by thé refasal of the obstructionists to pay their taxes and by other efforts to cripple the District government financially, there is a deficiency in any similar Tunds here, a how! is raised in Congress and all over the — about the matter. Syphax, who was kicked out of the colored school board #0 summarily, and whose accounts as treasurer were in such a muddle, comes for- ward naturally as a witness in bebalf of the me- morialists. Lawyers speak of two kinds of bad witnesses: those who are too fast, and those who aretoo slow. Syphax is of the former class. He cheered up the hearts of bis employers am azing- ly by bis glib testimony that all the bills and in- debtedness of the colored schools were paid up to the date of the beginning of the new District government. But on cross-examination by Mr. Harrington the fast witness was compelled to admit that the old corporation only gave bim as ireasurer a certificate that the colored schools were entitled to so much money. This certifi- «ate, which was worth about as mach as the pa- per it was written upon, except as endorsed for »edemption by the new government, was de- posited by himin a bank which advanced the money on the credit of the incoming govern- ment. The Syphaxes, Cranes, Seversons, Stephensons, and other discharged worthies, are naturally coming to the front as witnesses or the enemies of the District err We wish the memorialists joy of their alliés re ‘The memorialists are still “fishifg” for some- thing specific in the way of charges against the District government. They sent out their “Sishing bill of discovery” first in the direction of records and documents of the Board of Pub- lie Works. These were fully supplied for their inspection, but after the most industrious dely- ing they have found nothing to their purpose, and now ask permission of the committee to throw out their drag-nets again asa last chance of fishing something up. This time they want to drag in the dead as well as the living. Ag was said of Jeff. Davis, he robbed the cradle and the grave to supply his armies and sustain his sinking cause, so the memorialists in their desperate straits seek to ritle bank vaults and business offices of the private papers of both the living and the dead. Well, let them go ahead and make their drag. Let them have all the rope they want, at, to bang themselves with. The following sentence, reluctantly tels- graphed from this city tothe New York Pribunt on Monday evening, must have tortured the souls of the correspondent and editor of that pa- per,—assuming, for the sake of the figure, that they have souls. It refers to the answer of Governor Shepherd to the interrogatories pro pounded to him by the joint committee now in- vestigating District affairs. “A hasty examination of the documept leads to the conciusion that the Governor has not held back anu the information asked for by the committ&®, though considerable time and stady will be required to obtain from it a clear con- ception of the Snancial coudition of the Dis- The death of ex-President Fillmore and the closing of the different Gepartments of the gov- ernment to-morrow bas occasioned some spec- ulation among the clerks as to the number of prospective holidays they will have on account of the death of ex-cabinet officers. The clerks of the Department of Justice lay claim in ad- | vance to more holidays of this character than | any other department, becatSe of the compar- atively large number of ex-Attorney Generals now living a At the Methodist preachers’ weekly meeting York city Monday evening, aid by the clergy in the temperance cause was urged. A Kev. Mr. Steele said that the women in the west | had accomplished more for temperance in the past six weeks than had previously been eifected marll-wfm-lét ineiz years, and had closed five hundred saloons, and caused twenty-five thousand people to take the Pledge. -ste2- « Base relief” is what Canon Kingsley calls { much to the liegust of our smatterers in Pps ‘COMPEEY.
