At the conclusion of the exercises, Dr. Raffner, state superintendent of pablic education for Virginia, delivered an address on religion in the schools. He recognized the force of the Catholics’ objection to the reading of the Pro- testant Bible in the schools, but thought all might tacitly agree upon the following rales: “1. There is not a single person in Congress whose honorary title ranks as low as. that of captain, major or even col- onel. Provisions for jury trial under a writ of de lunatico inquirendo are also provided . The Baltimore American says this is good enough as far as it goes, but throws = safeguard only about the commitment of alleged lunatics, making no provision for their treatment after imearceratiop.
