EVENING STAR. “CROSBY =, NOTES.....,.Raiter. Largest Circalation in the District Beading Matter on Every Page WASHINGTON CITY; SATURDAY... Where to Advertise. “Ada Clare,” who, it willbe remembered, was { | bittem im the nose by a pet dog a few days ago, | dled on Thuraday last of hydrophobis. The -..Maereh 7, 1874. deceased was born in Charleston in 1336, her real mame being Jane McEthenney, and she was a cousin of Paul Hayne, the poet. After a Dot very successful career im literature under the nom de plume at the beginning of this para- graph, she tried the stage, where she succeed=d Dut little better under the name of “Agnes Stanfield." Some five years ago she married Mr. F. E. Noyes, an actor. —— eeee } The New York Graphic, in celebrating its an- niversary, naturally dwells with so: satisfac. ‘Tux Stak, wich, from its start, has been the pa- | tion upon the substantial success it has achieved er of the people, has, by the paias taken to make | in ‘Ht aeafe, reliable, newsy and acceptable visitor to ‘every family, gained @ popalarity amongst all classes ef the ¢ mmanity second to that of no pewspaper in establishing s daily pictorial newspaper de- | Spite the misgivings of many experienced journ- | alists in the enterprise. We may add that the Ghssouer eam ne oo Keep, | @raphic bas not only shown that daily pletorial Sng full pace with the extraordinary growth of the bewspapeg can be made a success, but it has, in city, and reaching every household in the District, | the opinion of thoughtful. intelligent readers, Bud s wide range outside, Taz Sta has now at- Salved «circulation very much larger than that of ‘il the other city datlies combined. This is no idle clatm, but one we are prepared to establish at axy Rime by “books snd papers.” And this circulation, Be stated above, is universal, reaching the bust- ‘Bess community, the wealthy, the great iadus- rial forces, the skilled mechanics, the laboring | meen, the bankers, the merchants, the house- ‘Keepers, the government employes, the Congress- men—in short, there is no circle where Tux tak fs not s reguiar and welcome guest. The we ult is thet Tue Stax sffords unsurpaseed ad- Vantages as 8 medium of communication between Gil classes of the community, im the way of the ad- J Urment of demand and supply. Another Change of School Books. ‘The parents who had fondly hoped they wers | to have a brief relief from the demands upon their pockets for new school books counted ‘Without their persecators, the publishers. The book-fiends have made a fresh raid upon the city, and the result is a project for another change In school books. The agents for Cor- nell's Geography, for instance, are boasting | ‘that they have sticceeded in getting that book adopted in place of the geography now in use. ‘What other book agents have a similar success to boast we know not, but the onerous nature of ‘the burden of sach changes upon the parents or guardians of school children may be estimated from the fact that the change of this single book will cost them from $3,000 to $4,000, to say nothing of the cost to the general tax payers who have to stand the expense of préviding school books for the indigent pupils. And ex- Perience bas shown that the new bodks are in ine cases out of ten really inferior to those for Which they are substituted; or if they are less Taulty in some particulars they have new defects Of matter or method, and the change only serves to confuse and burden the mind of the pupil. ‘The evfect of these changes of text books upon the pupil ts well illustrated bya recont Euro- Yean publication of experiences at a French college, in which the writer says: j “The worst trouble at the small colleges in that day was the perpetual traffic in school- carried on by the principals. Every year, and sometimes at intervals of only six qwonths, immense heavy parcels came fall of French, Greek and Laiin grammars, dictiona- Ties, histories, sacred-and Koman, on a new which the professors immediately adopted in order to procure the principal & prompt sale of his goods. All theold grammars, arithme- Zics, and primers were flung into the basket; Lhomond being out of date, Noel and C! ook his place. Noel and Chapsal died aurn and Burnouf was ready to fill the gap, and foon. And so it came to pass that, to enable the principal to gain a profit of crowd of boys never knew their heir rules even after five or six years of con- ftant application, because they were put on new Books upon old subjects every year. I do not Delieve that in any business the greed of gain Gisplayed itself more shamelessly. (Under th ¥retext of perfecting the method of teaching. Zhe puptis learnt nothing thoroughly. This is exactly what happehed that year: Be- Fore Easter we had had the rudiments of Lho- zond, bis grammar, and his catechism of his- tery. On our return, Monsieur Gradas pat into Bll our hands the books of a certain gentleman ‘Who refined and improved upon Lhomond; and now we bad to commit everything to memory. miways by heart: new rules, new examples, new primitive and derivative tenses, ete., etc. Of course, everything was leit unexplained ‘Those who had imagined they knew something, because they had stuffed a lot of words into their memories, now found that they knew no- thing. The same thing nad to be begun over Sgain with fresh words, and with a tresh ar~ Fangement.” A Slight Mistake. ‘The Baltimore Swn in one of its curious para- &ropbe, endorsing with sympathetic good-will every secession and old-fogy effort to cripple the growth of Washington, naturally comes to the defence of Hon. Wm. M. Merrick, of seces- sion and fossil antecedents, but in so doing makes the odd mistake of supposing that Mr Merrick is acting as judge on the District In- Vestigation. It says: “However the charge: "ay turn out, whether proved or disproved, ‘there is eyery assurance that he will seek only todo justice in the matter. If accused parties are satisfactorily vindicated, no one will take greater pleasure in proclaiming the fact than Mr. Merrick; and if the contrary, he will as readily denounce and demand judgment with- ut fear or favor.” It happens that, so far from having judicial Position in the investigation, Mr. Merrick is the | paid attorney of the memorialists, and is inter- | sted to the extent of a heavy fee (810,000 ac- ‘cording to report) in maintaining their allega- tions against the District governmert. And ‘though be is not now in the House, he proposes to use what influence he bas in Congress in behalf of bis clients. He carries his professional zeal in his case to the extent of undertaking to Induce Congress to enlarge the scope of the in- ‘vestigation and embrace matters not now within ‘the jurisdiction of the committee. This jay be all very well for him as a paid advocate, but ef- Hectually disposes of the odd notion as to his Gisinterested pesition; and, further, it is not Jikely that his late constituents in the neighbor- Dood of Washington will much relish his warfare (lor @ fee) upon the District authorities, who have abolished the turnpike gates, and given them good and free roads to market, in place of the execrable sloughs that passed for roads mnder the old fogy, st Mr. Hoar seems to have been animated in his House resolution in relation to our public Schools not by any factious motives, but by a eincere regard for the interests of public edu- cation. The investigation of school matters before the Congressional committee has served to show that there has been no misappropria- tion of school funds, and Mr. Hoar has indicated bis honest gratification at that result by sug- gesting to the District Committe (as stated in yesterday's Sram) that @ bill be prepared and | Zeported by the committee providing that Con- | gress appropriate £500,000 as an advance on Juture moneys to be appropriated by that body for the District. and that the amount advanced de deducted from the amount which may here- after be appropriated for the purpose indicated Dy the general government. The investigation bas served to show the labor im the support of schools at the seat of government, in a new and strong light, and awany members of Congress, heretofore adverse, wow ack pow ledge the justice of the claim that Zhe District of Columbia should have by money ®r land grant an equivalent amount in aid of theschools to the grants of public lands to the ‘States and territories for the same purpse. ‘The investigation yesterday serve! to show @atisfactorily the untruthbfulness of the charzes that the District government had used ‘the school money for thair own purposes. On the ©ontrary, it was shown with a conclusivences @bat even the memorialists and theis realous Counsel could not even pretend te question that abe school fund was largely in debt to the geue- Falfund. At the ame time an opportunity was Sforded to show the enormous bardens lsid B por the District for the support of schools, in which more than two-thirds of the papils are Wards and children of government employes, : ‘B, contrabands aud other pon-tax- Pevyers. Now, will the correspondents of the dew hay wune, Cincinnati Gazette and othr papers ve made these ch irges, tract them? ‘We mean other es _ pers.
