This is no idle claim, but one we are prepared to establish at any time by “beoks and papers.”” And this circulation. | s stated above, is universal, reaching the busi- Ress community, the wealthy, the great fadus- (rial forces, the skilled mechanics, the laboring men, the bankers, the merchants, the house- | Keepers, the government employes, the Congress. men—in short, there is no circle where THe Stax i* not a regular and welcome guest. The Feeult is that Tw Stax affords unsarpaseed ad- Yantages as 8 medium of communication between all classes of the community, in the way of the ad- Ustment of demand and suppiy. a What the Obstructionists are Doing. ‘We have heretofore referred to the fact that the obdstructionists, in the heat of their crusaie against the Board of Public Works, show them- selves willing to sacrifice the interests of the whole community in order that they may make their selfish point. The whole drift and pur- pose of their memorials to Congress against the Board have been to defeat appropriations, break down the financial credit of the Dis- trict, and prevent the continuation of im- Provements; all to the single end of crip- pling the District government. Thus, one of the principal charges made to Congress against the Board is absolately that through a too lib- | eral estimate by General Babcock of the gov- ernment’s portion of the indebtedness for im- provements, the government has paid more than its share; therefore, that, not only should | Congress not make further sppropriations, but | the people of the District should be required | to refund the amount overpaid by government! It will undoubtedly be shown that the measure- ments were fair and accurate, and that the government has paid no more than its just ap- portionment; but it is a telling illustration of ‘the animus and temper under which these gen- tlemen are acting that in this investigation they | will laboriously seek to prove the contrary. | ‘Two other significant illustrations are at hand. ‘The one is their reputed success in securing an adverse report from the House Committee on Public Lands upon the bill to grant a certain Smount of the public lands in aid of the pub- He sebool fand of the District of Columbia. ‘They have been industriously seeking to poison the minds of members of Congress with the idea that the school funds have been misappro- Priated by the Board, when, as conclasively shown by Gen. Chipman when the subject was in the House, the fact is that the school fund as indebted to the District treasury, having had more than its percentage of the taxes collected, in order that some relief might be afforded to the unpaid teachers. Had the obstructionists walked up to the col- lector’s office and paid their taxes, instead of withholding the money for speculative pur- poses, or to spite the District government, the school fund would be in better condition. Were the arrearages of taxes due for the current year paid in, it would place to the credit of the School fund the large sum of 2234,000. But the main reason why the school fund is so inade- quate for its purposes, is that the school tax, even if promptly paid, and though it is the Beaviest school tax levied, without exception, by any city in the country, isinsufficient for the burdens of a school system which is tasked t» educate the immense number of children of non-taxpayers here,—the children of govern- ment employes, Congressmen, and of the « traband” flood brought here by the war. Under these circumstances the malignancy that would seek to deteat an appropriation of the public lands for school purposes here, such ashas been granted to every other portion of the country, needs only to be named to be characterized. The other recent illustration referred to of this malignant spirit appears in the shape of a circular, signed ‘‘Columbus Alexander, 1007 F street, For the Memorialists,” and which has been sent all through the country with the pur- | pose of manufacturing public opinion against the District government, and to induce bome pressure upon members of Congress to defeat appropriations for the District. This | Precious circular says, with this view:—“<As | reciprocal information, together with the direct interest that every citizen has in the Na- | tional Capital, and especially under its present management, which has already obtained from the national treasury about 83,750,000, cud claim from the present Congress an appropriation of | about $5,000,000 more, with indefinite millions in | the future to be expended in similar so-called im | Provements, we will proceed to briefly de- scribe the work, which experience doubt- lees will be of profit to many cities, if Rot to us, and especially if Congress acts seisely im the present crisis in our affairs.” | ‘The circular then proceeds, not “briedy,” bat at great length, with a series of the most infa- mous falsehoods in regard to the character of the improvements made by the District govern- ment; designed to make the people of the coun- try believe that the money expended upon them bas been worse than thrown away, and that consequently Congress should be admon- | ished by their constituents to stop off all appro- Priations for the District. The circular closes | as follows:— The largest market of the city | was given away to acompany, and one nearly as large, withan excellent building, and fall of | Supplies, was torn down by the Board over the | heads of dealers at the dead of night. It hada City Hall, a beautiful, large, fire-proof building, admirably situated, but the Board aban- doned it, renting, altering and furnish- amg tour buildings for municipal Purposes, S* great cost, and this, as we think, without | 84 authority of law.” The fairness and trathfal- | ness of this document may be estimated by its | allegations that the ricketty, moss-covered old | Northern market shed was “an excellent build- | ing,” and that no improvement has been effect- €@ by its removal; and by the corresponding statement that the District government had ample accommodation for ali its departments in the City Hall, carefully ignoring the fact that the United States government and the local courts occupied nearly the entire building. It is useless to expect any sense of shame on the part of the note-shavers amongst the me- | morialists who thrive upon the sufferings of | others; but there are some good citizens and li-meaning men in the list who must biash at the company in which they find themselves. ‘They owe it to themselves to promptly repadiate the false and malicious statements which “Co- Yumbus Alexander, 1007 F street,” professes to issue in their name. ——<ee- Farther interesting disclosures are made with reference to the aatopsy of the Siamese twins. ‘We are now told that «the parenchymatous ‘tissue was continuous” between the livers; that “*the so-called tract of portal c »ntinuity is liver tissue,” that ‘‘an upper hepatic pouch” wa: found, &e. There is nothing like « good popu- lar description of these matters. And now comes to the fore Mrs. Elvzaboth Cady Stanton, who puts in another argument pare womsi’s enfranchisement. Sixty thousand tons was disposed of in comparatively small lots. Steamboat sold at first for $4.55, but the most of it went at $150. Of grate, th: first lot sold at $4.60, then fell off to $4.50, b rallied to $4.57. Egg sold at $1.75 and $4.72. In stove there was alittle fluctuation. The first | Price was $5.20, but the sale was not large. It then fell to $5.17}, rallied to $5.20, and again fell off to $5.17. Chestnut went at $4.174 and $4.20. Comparing these prices with those ob- tained at the sale last month, we find that the average falling off in steamboat is 324 cents per ton; in grate. 20c.; in egg, 47\c.; im stove, 64 c., and in chestnut, 21 4c. —____- +22 —____ ‘The Alexandria papers are inclined to take ‘undue comfort from the bill proposed by Rep- resentative Smith for the removal of the Wash- ington navy yard tothat city. Asthe Republican suggests, in view of the occurrences of 1361 and thereabout, it ts quite as well to have the navy yard on this side of the river. There is one way, however, by which our neighboring city can getashare in the Washington navy yard, and that is by annexation. The commissioners appointed by the Ne York legislature to award Prizes amounting to $100,000 for the best appliance for steam naviga- tions and canals have agreed to report in favor of making one award of $35,000 and another of $15,000, the conditions being that the one re- ceiving the highest award shall put seven of his beats on the Erie canal, and the one receiving the lowest, three boats on the same canal.
