He is satisfied that six hours a day is as long as one should be confined to the depart- | ment desk; leaving it, however, discretionary with the Heads to require extra hours of ser- vice as the public interest may demand. As Mr. King, when Postmaster General, and for years before, when he was the virtual head of the department, had the reputation of being an energetic and systematic official, keeping the work promptly up to time, bis opinions on the «question are of impertance.
