It has been the custom of Congress for many years past to divide appropriations here and there for the repair and improvement of our public grounds. The head of each of the offices responsible for the same would make an esti- mate, upon which was based an appropriation for some specific work; thus the Agricultural department would receive a sum to improve ita walks; the Smithsonian another, perhaps, for the same purpose, as weil as the Botanical gar- Gen. The effect of this practice has been to improve here and there by patchwork and with- out any systematic plan for general improve- ment. The two committees of Congress Baving im charge our public buildings and grounds have come to the conclusion that it is inadviss- ble to fritter away the public money in small sums for any specific work, but to have Prepared a general plan for the improvement of our public grounds, from the monument lot, toand to include the Capitol Park. To this end negotiations are now pending to secure the Services of Mr. Olmsted, of New York, whose skill as @ landscape engineer and gardener is displayed in the Central Park and its surround- ings. It is proposed to have him prepare for the action of Congress a plan to merge and con- nect the public grounds, and after 1t shall have been approved, to appropriate in bulk a sum sufficient to complete what recommendations may be set forth in the specifications he pre- sents. ———E— Unprejud:ced and fair-minded writers from the capital bear cheerful and honest testimony not only to the extent of the improvements which have transformed the city from one of the least to one of the most attractive cities in the country, but to the indomitable pluck and energy of the men who are responsible for the transformation. We clip the following from the Washington editorial correspondence of the Norwalk (Conn.) Gazette. The writer, a gen- tleman of high character, who is temporarily residing here, is a property-owner in Washing- ton, and he pays his taxes cheerfully, recogniz. ing, as be does, the value of improvements and their bearing upon the futare of the capital and the welfare of its citizens “* Considerable local excitement has been caused by the introduction into Congress of a resolution calling for an invesgigation into the jocal affairs of the District government.
