EVENING STAR. —— Largest Circalation in the District ‘Reading Matter on Every Page va WASHINGTON CITY; Mir. Corcoran and the District Gov- ernment. ‘We publish elsewhere in full the card of Mr. | 'W. W. Corcoran, that he may have the benefit | of Tae Star's universal circulation to ensure ‘ances. And we may add that there is not one would not cheerfully have published at first, | ut and without cost to him the matter pays to have inserted in the adver- tising columns of a Baltimore paper. This is due to him asa prominent and valaed citi- zen; and furthermore no paper here that we know has ever shown an indisposition to gi: ‘the fullest publicity to any allegations of griev- ‘@nce or wrong made by responsible persons. We are content to-day to allow Mr. Corcoran’s statements to go toour readers without comment, further than the remark that supposing every item of bis complaint to be true, the public will inquire with surprise if he has allowed such considerations to put him in the mischievous attitude he has assumed. The plain fact is that Mr. Corcoran, with all his merits as a citizen, bas not been able to appreciate that Washington bas needed something besides a picture gallery, and an asylum for first family widows. Though the capital city of America has been the scott and bye-word of theworld for itsdirt,squalor and imcongruities, and a formidable attempt to cause its removal was founded on its disgrace- ful condition, Mr. Corcoran seems to think by bis card that there was nothing amiss in the condition of things here. To be sure he says, as Henry S. Davis says, and all the rest say, that he is favorable to improvements. But how does he show it: By putting his own shoul- | Gers to the wheel? No, but by planting hitnselt | 1 directly in the path of progress, and resisting | its course by every mode of obstruction kaown to the law, or electioneering tactics. A plain question will best illustrate the matter :—Did Mr. Corcoran, or Mr. Kiggs, or M: move a band to abate any of the great nuisances, Or correct any of the great abuses existing when the District Government entered upon the work? Would they or would ten gener- | ations of Corcoran’s, Riggs’ or Davis's ever have lifted a finger to pave or grade a street; abate the canal nuisance; the market-house nuisance; the nuisances of reeking gutters, open sewers, and unbridged water-courses: the nuisance from animals running at large; from green-scummed quagmires in the open streets; from the carriage-dislocating pit-holes, bold. ers, and dust heaps that made up what was called in those times “the pavement” of Penn- sylvania avenue; from turnpike gates and wretched roads leading to the country that kept farmers and market-men from the eity for nine months of the year and sent them to market in other cities; and from the numerous other nuisances and drawbacks from which we are now happily relieved? No; Mesere. Corcoran & Riggs ¢t al., estimable as they are iu various ways as citizens, could never have been counted upon to sacrifice their Iuzurious ease in any such Herculean labors as these. Itrequired yet better citizens than they, citizens more energetic, public-spirited, self. facrificing,to undertake the needed task, and carry it through, despite all the obstacles of envy, malice, avarice, and old-fogyism. The least fo be expected of these gentlemen is that they should applaud and encourage, instead of thwarting, the young men of energy and ac- tion who have taken up the great work of im- provement and reformation they have left un- cone. +222. 4s to the propriety of the government doing the engraving and printing of all its paper issues, just as it manufactures its own coin, without the aid of outside establisiments, there cannot, we take it, be any doubt; and nostronger argument is needed as to the economy of that course than the tact disclosed in Congress yes- terday that the Treasury paid some 0,000 to the Adams Express Company last year alone for carryivg bonds and notes between New York and this city!—a large portion of this sum being for the transportation of paper printed on one side only, and which could not in any sense be classed as money or public securities. As the Public treasury is understood to be in need of money, and as Congress seems to be in an econo- mical frame of mind just now, why not save the greater part if not the whole of this vast sum by having all the work of engraving and print- ing done in Washington? A quarter of a mil- lion dollars a year is worth looking after, even at the risk of having the supply of free express {yanks to public oftictals ext off. ae ‘The cheek of the Washington correspondents ‘Bf the New York Sun is only surpassed by their ‘wonderful powers of invention. Tax Star hav- ing exposed one batch of falsehoods about the fire-alarm telegraph contract, the Munchausen ‘who sent them complacent y mentions, in a dis- patch to yesterday's Sun, Pus Star's denial, and unblusbingly follows such mention with fresh batch of lies. He now says :—“ The fact is that the whole arrangement was made with Gov. Shepherd directly that the contract should net be formally awarded until further appro- priation could be secured from Congress.” On the contrary, the correspondence published at the time shows that the Board of Public Works ‘were willing to award the contract at $45,000— the amount of the appropriation—but declined negotiations on any other terms. An applica- tion to Congress was first- suggested by the Board of Fire Commissioners, because the geceral government would have the benefit ef the new system for protection of its, Prop- erty, and the members of that board, and not the Board of Public Works, who con- trol the money, were active in bringing the | matter before Congress. Truthful James next Says: “He (Gov.
