” E ING STAR. DOUBLE SHEET. CROSBY 8S. NOYES. Largest Circulation in the Distriet Beading Ma tter on Every Page ~~ WASHINGTON CITY: SATURDAY... «--Jamuary 31, 1874. Editor. The Late Educational Conyention, ‘The meeting of the educational convention which closed its sessions in this city yesterday marks the beginning of an auspicious era in the jory of education in the United States. Edu- cational conventions have frequently been hela heretofore, put they have generally lacked definiteness of purpose, and, beyond the limited dissemination of individual theories on the sub- ject of education, have been comparativeiy barren of results. The convention whith re- cently assembled in this city differed in its composition from many other éducational gath- erings in that it was made up, in the main, of schoo! superintendents, town, county, city and state—not mere theorists, but the practical edu of the country, and men who, perhaps more sensibly than any other class, appreciate our educational needs and possibilities. Calling to their aid and councils such prominent educa- tors as President White, of Cornell, the national Commissioner of Education, and others, the onvention met for certain well defined pur- poses ng which were the ascertainment and settlement so far as was possible of the Felat of the general government to edaca- tion; the making of arrangements for our educa- tiona! representation at the Centennial Exposi- tion inl and the preparation of a uniform plan for the publication of statistical tables on educstion; ail of these being subjects well wor. areful consideration of the friends et The reports of the proceedings be tion published in Tur STaR showed the earnestnessand unanimity which its ® evinced in dealing with the matters and the gratifying progress they made towards the accomplishment of their purposes. ‘The able address of President White on the true policy of national! and state dealings with advanced education, in whi he took the view that individual benefactions in behalf of edu- ‘on; are insufficient to meet the edacational requirements of the country, and that some provision by the government 18 necessary it order that private munificence may be wisely directed and profitably aggregated, was un- doubted exposition of the sentiments of the members ot the convention on the subject: and in consonance with this is the resolution unanimously adopted that it is the duty ot Con- = to furnish special aid to the school an- thorities, establishing and suggesting, and su porting a system of public education in the Distrietof Columbia. And in this connection it may be proper to state that the committee reportin, composed of some of the oldest and ablest educators in the Unitod States, and comprised Mr. J. P. Wickersham state superintendent of education ot Pennsy vanis; Mr. Wm. H. Raffner, state superin- tendent of education of Virginia; Mr. John D Philbrick, superintendent of the public schools State Superintendent Hopkins, of and State Superintendent Harvey, of This committee gave the subject the most careful consideration, and the reasons ex pressed in their report why the general govern- ment should extend spevial aid to education in thy of t the District of Columbia, were so cogent and cone ve a® to receive the unai s endorse mer the convention, consisting, as it did, of the best representatives of education from all sections of the country. The convention di- rected the report and re-ommendations of the committee to be forwarded to the proper com- mittees in each House of Congress, where they Will dowbtless receive the careful consideration to which they are justly entitled by reason of the high character of the source from which they emanate. ae address of Mr. Phitbrick, superintendent t the public schools of Boston, comparing the senor ot public instruction in Europe and Americs. was an unusually interesting dis- course and contained much information not generally known in this country. Mr. Phil- brick *)oke from personal knowledge of both the American and European systems of educa- tion, but restricted bis remarks relative to for- eign instruction mainly to the schools of Vienna, whieh he believes to be the most instructive point tor students in the world. The city is especially conspicuous for its industrial and technical schools, and at the head of these stands the goverursent polytechnic institute. With, periaps the exception of the New York College. there is not a school in the United States that can compare in excellence with the gymnamums of Vienna. In regard to the knowledge of the science and art of education, the instructors of Vienna are far superior to those of America, and, in respect to equipment, they greatly excel the high schools of the United ‘States. Some of the school buildings recently erected in Vienna surpass any in America. The tuition, it is true, isnot free; butit is very cheap. In some of these schools there are as many as 30 professors and from 600 to 700 pupils, and the aggregate number of professors in Vienna is 00 pupils, the latter equaling the whole number of boys receiving secen- dary education im fifteen of the larger cities of the United States. The schools of Vienna for the professional training of teachers are also superior to ours. Within a lew years «.nce these schools have been reor- ganized, and there are now four in Vienna, not ineleding schools for the training of kinder- garten teachers. Besides these there are school» tor special and technical edutation of almost everyhind. The speaker referred to the atten- tien g-ven to gymnastic training in Europe, and regretted that physical education is wholly ignored in the United States. The only respect, perhaps, in which America excels Europe in the matter of education is in school furniture, but im school buildings we are far @ehind Vienna and many other European cities. In fact, we are surpassed in almost every respect by northern and southern Germany. Keterring to the numerous art schools in | Vienna, and our own poverty in this regard, | the speaker said that at the Vienna Exposition the specimens of drawings sent to the exhibi- tion from the United States were excelled by those from any public school in Vienna. Inre- gard to the employment of female teachers, the | speaker gave as bis opinion that we must em- | ploy more male teachers, who make teaching a -long profession, if we would ever hope to attain the excellence of the best European chools. The inevitable deductions of Mr. Phil- brick i. favor of European schools are some- what siliating, but it was the sense of the convention that the address should be widely | read in the United States in order that our teachers and edncators may know that they have not reached the ultima thule of excellence, and that they may strive for a higher standard | than they now possess. The various committees appointed by the convention ary composed of earnest! and practical gentlemen who will give the important subjects committed to them early aud thorough consideration. ‘There ea good deal of squirming : amongst the parties implicated in the dirty business of the publication of the Huntington letters. The ‘Washington corresponilent of the Cincinnati Gazette now feels called upon to rise and say that *‘the charge that the letters were obtained surreptitiously by those who used them is wholly untrue. Gentlemen having the proper jegal custody of them furnished them.” On the other hand we have Mr. Gassaway saying that he left the letters with Mr. Van Kiswick, (who is known to nobedy else but the Gazette correspondent asa ‘‘legal custodian,’’) and that they were obtained from Van Riswick ‘‘by false representations.” Mr. ¥ Riswick says they were obtained from him by ‘‘a mistake.’ Va- of | tend during the day, this o!
