The new British Parliament will meet on the Sthof March. The Parliament which has been dissolved by Queen Victoria at the instance. of as the eighth of her reign, and meton the lth of December, 1803. It would not have attained the constitutional limit of seven years until 1575, but since 1826 only one Parliament has existed for more than six years. The longest Parliament recorded in English history was that elected in 1061, which existed nearly 17 years; and the shortest, thet elected in 1890, which only lasted five months and twenty-sx days. The House of Commons now consists of 655 members, of whom 493 are from England and Wal ) from Scotland, and 105 from Ireland. The number of electors on the ister in June, 1 was 2,574,039, 4.781 im England and cotland, and in Ireland for members of Partia- ment must be by ballot. When the late Pari ment met the literals had a majority of 1 but the position of the two great English par- ties has since been modified by new elections aud by grave dissension: among the liberals. In Great 6 in the questions at issue in the coming clect be the general policy ot the liberal administration, her extending the advisability of € right of suffrage, as well a> expediency of abolishing the in- come tax and relieving the burden of local tarat ‘The course pursued by Mr. in regard to Irish Universities also be dis e New York 7 through its Gon correspondence rially, has been im the habit of discussing English affairs with considerable intelligence, thinks that the Lib- erals will gain targely in Great Britain, where secret voting will en: enants to vote inde- pendently of landlord dictation and other due induences. That body has memorialized Congress. asking that it take the initiative in the establishment of an international commis. sion, whose duty it shall be to fix upon detinite tracks for all lines of ocean steamers, and to otherwise provide for the increased safety of the thousands of persons wh down to the sea in ships.” Senator Conkling has framed and introduced a bill in ordance with the The frightful frequ euggestions of the chamber of commerce, which Congress ought to pass without hesit prov ion. It és that the President shal! appoint a ioner on the part of United Sts t to confirmation by the Senate, to meet such other commissioners as may appointed by foreign maritime p be whose owers, ce tion he shall invite for the purposes tudicated. There is no reason why detinite paths or lines may not be fixed upon by sach a cCommiseion for vesseis going to or coming from Europe; no reason wh , in fact, vessels could wn, except, per- ms, with almost the » case of severe s we accuracy as trains of follow railw: tracks. It will cost but Little, sult in the saving of thousands of y Some of the Virginia journal are still dis- cussing the question whether Gov. Kemper Ought to visit President Grant or not. Some contend that as the President has courteously extended the governor an invitation to do so he Ought to accept since the visit would be merely & friendly one and devoid of political signifi- cance. Other affect to be greatly alarmed lest the governor should accept, and insist that the President has a political motive for desiring to See him. They go further and hint that the governor cannot visit the President without Sacrificing his self respect as a Virginian and a conservative. This seems great nonsense, the sunallest kind of pueriiity. It is understood that in conversation with Col. Mosby relative to Gov. Kemper the President incidentally remarked that he would be glad to make the governor's acquaintance. Col. Mosby thereupon offered to convey an invitation to Gov. Kemper and did ©, and the governor has the mvitation under consideration. It is difficult to see the impropriety of the governor of any state pay- ing a frien: visit to the Chiet Executive of the nation, and we do not believe Gov. Kemper will be inftuencea by narrow-minded partisans in this matter. +202. Suppose the malcontents who are asking Con- gress to investigate the District government because it bas been villitied by blackmailing correspondents and infamous papers sbould suceeed im defeating appropriations for the Jvetrict, and crippling improvements and business operations generally, would they be happy’ If there should prove to be any note-siavers amongst, them who protit by the distress of others they might have Occasion to exult over misfortunes to the com- mounity that bring prey to their nets, but those of them who are honest business men wil! find, should the result be as suggested they will not only earn the detestation of their fellow citizens, but will learn that they must suffer pecuniarily from the same depreasion of business that affects others. It will be seem by the memorial presented by tor Thurman to-day, that some of our S public-spirited (!) citizens want Congress to JRUACK investigate the Board of Pub’ the New York Sun and kin slandered the board. It so happens that the » bas vilified some of these same memorial- sin the most outrageous manner, and by the me rule somebody should memorialize Con- lic Works because wired sheets have s aio sis Tustitution bavi tation for rehouvia grees to investigate them. §peconas Sores oe, STRAUS’.
