EVENING STAR. Largest Circulation in the District Reading Matter on Every Page WASHINGTON CITY; MONDAY ............ January 26, 1874. A copy of a letter from Jeff. Davis appeared im yesterday's Copital in which the contanker- ous old petticoat hero had a fling at ex-Senator Henry S. Foote. in the Chronicle of this morn- ing Mr. Foote basa card in which he says that Davis bas hated him since he (Foote) ‘slapped his jaws” in 1547 In this city, and that the hos- tility thus epgendered was afterwards much heightened by his defeat of Davis’ treasonable aspirations te the office of Governor of Missis- sippias a secession candidate in 1851. Mr. Foote continues : “My constart and unyielding opposition to him and his nefarious schemes in Kiehmond, curing the war of the rebellion, for three years, Was not at ali calculated to assuage bis enmity. Ms free, but unanwered, and, 1 venture tosay, vabie expositions, last summer, of his in- decent and sedifons attempts to keep alive in the borom= of his countrymen feelings of irrita- tion and alienation, which ougnt never to have Leen brought into existence, have doubtless much inflamed the malignity which was slum- bering in the re s of a heart capable ofall miscbiet Mr. Foote proceeds in this bitter line for some time. and concludes by challenging Davis tothe field « This \s the weakest point in Foote’s card. It was demonstrated at the time vis’ capture that he is not a fighting man, * child's play for Mr. Foote to invite him eut. He won't com simed by bis friends that the Prosident Vestorn Union Telegraph company has demonstrated to Congress that telegraphing is cheaper in this country than in Europe, where the lines are owned and managed by the gov- ernment. How this may be we do not know, though we have very serious doubts about the correctness of the statement. What we do know, however, is, that telegraphing in this country would be very much cheaper than it now is if the rates were fixed so as to pay a fair interest upon the actual cost or value of the lines, instead of on the watered stock, which repre- sents somewhere near ten times the amount of money really invested in their constraction and equipment. It is the watered stock fraud that | is the Old Man of the Sea to the patrons of rail- roars and telegraphs in this country. If our government ever gets the telegraph lines, it should be careful to do so upon a basis of their actual cost, and not at the fictitious value put upon them by interested stock-jobbers and | unscrupulous kite-fliers. Dr. Livingstone has been reported dead so mapy times within the last ten years that a good many people will perhaps be inceedulous in regard to the telegram to-day announcing is end in Africa. The statement appears, however, to be confirmed by the definite par- ticulars given as to the cause of death; the body being embalmed, Xc. It remains to be ex- plained, however, who among the ignorant natives by whom he was surrounded was capa- bie of performing the embalming process, as in that hot climate it would have been impossible, it would seem, to preserve the body from de- composition while communication could be had with the far distant white settlements on the st. In dying m the field of his labor Dr. Livingstone undoubtedly came to the end he would have chosen, for he bas, in many ways, shown a disposition to spend his days there. Elsewhere wiil be found some particulars of his adver turous career. ‘The suspicious steamer Edgar Stewart Is still at Baltimore undergoing repairs ostensibly for the purpose of putting her in good condition prior to ber sale to the highest bidder. A | reporter ef a Baltimore paper visited her on Saturday, and had a conversation with Col. Aguero, who bas charge of her (or the owner, Mr. Z. W. Butcher, a New York attorney, Col. Aguero, who isa Cuban, and has been closely nected with the movementsin tho United siex for the reliet of the patriots, told the reporter that she would make a trial trip after she bad been thoroughly repaired and would | then be sold for , although she originally cost £50,000. This, Col. Aguero assured the reporter “on the honor of a gentleman” is what will be done with the vessel. Notwithstanding | this there are many who believe that the Stewart i ined for the Cuban service, and that she will ultimately be purchased by the agents of the patriots in this count: — It is to be hoped that the complimentary benetitto Manager Saville will be a substantial | one, and to that end every one of the large mber of prominent gentlemen who have signed the call should give their personal exer- tions and intluence. Mr. Saville deserves weil | ot the community of Washington, both for his efforts in providing a beautiful, comfortable und spacious house for first-class theatrical performances, and for the pains he has taken to | mount and present the plays brought out in a style that would do credit to leading metropol- | itan theaters. Let the benefit be of a nature to | encourage theatrical managers to risk time and money in giving the city first-class perform- ances. ' s20e Another unseemly scene occurred in the House on Saturday, the chief actors being Mr. | Kobbins, of North Carolina, and Mr. Cain, of South Carolina. The country is but little den- | efited by these Saturday sessions of the House since they are too frequently devoted to per- sonal altercations and the making of dreary speeches which are never read. ——_—_—+ee ‘The Hyphenated Brothers is the name sug- | gested for the tomb-stone of the Siamese Twins. —_————_—_—_—_— Pg pe ee SOCIBTY —The al ataredegce of every. member at t] beareal Ti sh uceted. it den westarieints taeaent ink ee et | for the honor of the “old Phitharmoule.’ text | ny member wilt fi feet his bn 9 ogee a Fe unto the bi — BOARD OF PUBLIC WORKS DistR1ct oF CoLemaia, | Wastinetos, January 26,1874. | Notice is hereby given, that, ail petitions for dain- | real estate sustained on of public | | ibvrovenente or repai (nine J.
