_EVENI ING STAR. | > EPORT OF bog | CONDITION Largest Cireulation in the Distriet Beading Matter on Every Page. Ww AGHID 'GTON CITY; . January 16, IN7t ‘Tbe War of the Rattroads. ‘The Baltimore and Ohio railroad company woukl seem to have found itself beaten in the open field in ite war with the Pennsylvania road, and is now trying to bring its inflaence to bear in asubtertanean way to cause the Mary- land legislature to coerce the Pennsylvania road into terms by threatening it with the repeal of its chartered privileges in that state. Mr. Tuck, astriker for the Baltimore and Obio road in the legisiature, bas introduced an order} which on its face simply directs the Committee on Inter- pal Improvements to inqutre into the railroad connections between the cities of Washington and New York, with a view (if the legisiature has any authority in the premises) to the adop- tion of such measures as may secure through transportation of passengers and freight between these cities, but it is really intended as a menace to the Baltimore and Potomac raifroad. In other words, the Baltimore and Ohio company want to force the Pennsylvania company to carry cars over the New Jersey roads The latter company resist the demand as with- out right or reason, and point to the obstinate sal ot the Baltimore and Ohlo company to accommodation to their passengers , before the Baitimore tunnel and the more and Potomac road were built. Fur- they say that the number of passengers ther, to New York sent by the Baltimore and Ohio oad istoo small to justify throngh cars for them peaae see ae One of the Hub papers proposes ex-Judge Benjamin R. Curtis as the man above all others whose appointment “would cut the Gordian He was Associate Justice on nch for several years, his dis- upon the Dred Scott case was his profound learning and “his power of sifting evidence is universally acknowledged, and bis power in sifting evidence and laying down the principles of law with perfect clearness and exact- ness has never been excelled in this or any other country.” There was a report about town yesterday that the appointment had been tendered to Mr. Curtis, and it was evident from various remarks made that he might fare no better in the Senate than did Mr. Cushing. His record in regard to the war, reconstruction and civil rights, was declared te be quite as ob- jection as Cushing's, and he is moreover alike guilty with Cushing uf the charge of being an old man. Judge Gray, of Massachusetts, who has also been proposed as qualitied by his legal abilities and attainments for the place is, hewever, objected to as too young. Wther names have been suggested, but the objections in each case have been so immediate and abund- ant asto make it apparent that just the man ‘or the place hasn't been born yet. Knot, &¢ “sound,” Referring to the effort making in Congress to se an outcry against Superintendent Mallett, the New York Graphic says : “The pretext is that he has in some cases spent more on certain buildings than Congress had originally appropriazed for the purpose. Now it is perfectly well understood that Congress will never make a sufficient appropriation to build any respectable public building. The unavoida- bié custom has therefore grown up of obtaining at the outset from Congress about halt the sam required to do any great pablic work, and then toapply for a further appropriation when the work ic bal done and the original appropriation expended. If in the case ot the New York post office @ sum sufficient to build it had been origi- nally granted, no tarther appropriation would have been necessary; but this is precisely what Congress, in its habitual niggardly spirit, could not be prevailed upon todo. As for Mr. Mullett, the attempt to discredit him will be a £ ilare; tor the exceilence of the work which he has «done upen the government buildings will be his suthi- cient deience. Noone can compare the splend post efice building at the lower end of the Park With the court-house at the upper end, without acknowledging that the superiority of the for is as marked as the comparative economy with which it has been built. Not a dollar of the money expended upon it is ed to have been appropriated: and while Tweed was making the yet untinished court-house cost the county near- Jy twelve millions, the post office has been begun and nearly completed for less than half that sum. Mr. Mullett's enemies can never convince the public that the architect of this and adozen other buildings, equally creditable to the coun- try, i not the right man in the right place.” ‘There has been much foggy weather this winter on this side of the Atlantic as well as in England, and it is therefore a matter of interest to know the ascertained results of this atmos- pheric condition upon the public health. Ac- cording to the Register General's return, the number of deaths in London during the week of the heaviest fog rose to 60 above the average. Of this number, the deaths from diseases of the lungs exceeded the average nuimber by 158, the largest proportional increase occurring in the cases of asthma and of congestion of the lungs. There were also 91 deaths from measles, above the average. New York had a corres- ponding feg, but the increase in the death-rate was not so marked, and the ditference between the two cities is accounted for by the tact that in the latter city there was no material depres- sion in the temperature, while in London this was & potable feature of the conditions. ——__-<«e-- ‘The joint resolutions offered in the Maryland Senate by Mr. Earle, protesting against the passage of the supplemental civil rights bill by Congress, came up in that body yesterday, and Mr. Steiner offered as asubstitute therefor a preamble and résolution reciti: ng the fact that the colored people of the state nad not and did not now ask for mixed schools, expressing the opinion that any enactment of Congress re- quiring mixed schools would de impolitic, un- wiseand detrimental to the educational inter- ests of both races, and requesting the Mary land Senators and Representatives in Congress to present the resolutions to their respective houses, and use their best efforts to prevent the passage of a law requiring mixed schools. ‘The moderate tone of Mr. Steiner's substitute | cud not ‘suit the majority, and it was rejected by a vote of yeas 5, nays The Cincinnati Greentield corre- spondent writes enthusiastically of the sweep of the “tidal wave of temperance” in thet part of Chio “totally annihilating King Alcohol and his hosts.’ Probably he means to say that the aforesaid wave has left the old soakers high and dry. otters ste The New ¥ York Graphic thinks there is a Prospect ahead for Caleb yet.
