_EVENING STAR. Reading Matter on Every Page. 0 WASHINGTON CITY THURSDAY.... .. Jauunry 1, is7t. Another year has rolled aroand with varied fortunes to individuals and communities. The year bas brought calamity to many quarters, and our city has shared in the general depres sion of business, but on the whole no community has more occasion to be satisfied with its ad- vance in substantial prosperity than ours. Our population is increasing at a ratio perhaps greater than any other city in-the country, ex- | cept Chic.go, and this growth is largely gf « wealthy and cultivated class, who are attracted - here by the beauty and comforts as well as the delightful climate and salubrious atmosphere | ef our improved city. For the future all looks hopeful tor a yet greater growth of the same desirable character of population. Thanks to the energy and publ spirit which has re- deemed the city and made it the boast and pride of the American peopic, instead of tae scoif and bye-word of the world, the prosperous future of Washington is assured Disesursing upon “New Year's tables,” the New York Grophic notices a change in the fea tures of the set-ont. The Gothamite table is | no longer loaded with turkey and mince-pies, and rarely now with the later fantasies of orna- mented cakes and crystalized confectionery. Intelligent ladies are beginning to understand that gentlemen are “‘no great hands” for cake, and that sweet poisons are thrown away upon those of them—and they are in the majority— who bave once feit the clutches of dire dyspe sia. Thoughtful women, therefore, gentie wo- men who seek to adapt their entertainment to their guests, give to them simple New Year's refection, more the aspect of a lunch—instead of acentral pyramid cf macaroons and sticky | candy, they mount a branching center-piece of engraved glass with fraits and het-house flow- ers. Their substantial resource is a tureen of | pickled oysters and jars of dark olives look so berly down upon dishes of sardines*and sliced jemon. There is a small concession to a per- verted appetite in the way of cakes and jellies. For their delectation lobster salad would not be out of place, and quail and sliced tongue and bam would not be objected to. s20e- _— | At the meeting of the survivors of the Polaris | expedition in New York, night before last, | with a view of adopting some plan of obtaining relief from Congress for their extraordinary services in the Arctic regio & petition was read, praying for aid and relief from the mem- bers of the Senate and House of Representa- tives, in consideration of having spent one hun- dred and sixty-nine days on the ice, exposed to the rigors of an Arctic wi..ter without sufficient clothing, food, or other necessaries, to the detri- ment of their health and constitutions. We have before expressed the hope that when this appeal comes before Congress, that body will | take under serious consileration the propriety of acknowledging the exceptionai public ser- vice of these men by giving them something more than the mere pittance allowed to ordi- nary seamen. Under the leadership of their enthusiastic commander, they carried the flag to the farthest point northward ever attained by man, and incidentally underwent the most rigorous har rings which, in many instances, ruined he. and shortened life. During the meeting in New York, a letter, written Ly Capt. Hall, never before published, wasread. It explains itself, and is another evi- dence that Capt. Hall was as kind-hearted as he was indomitable and courageous in the ser- vice of science and his country U.S. Steamsartr Porarrs The reception of your letter of thanks date nowledge with a heart od fu “ppreciates the kindly prompted sou to this act. I need spirit that ie not asture you that your commander has and ever will have ely imterest in your welfare. | You heve left you: e#, friends, aad country; indeed, you bave btd farewell for a time to the whole civilized world for the object of aiding me in discovering these wysterious, hidden parts of the earth: therefore, [ must and will care for you ae a prudent father cares for his faithful children. Your commander, C. F. Harr. U.S. North Polar Expedition, im Winter quar- | ters, Thank-God Harbor, lat. 513% North; lon 61 44 West, Sept. 21, 71. A number of prominent scientitic gentlemen recently organized in New York am association known as the ‘American Metrological Sacie- ty,” the object of which is to bring about a universal system of weights, measures and values. Before adjournment a memorial was signed by the members asking Congress to re- quire the use of the metric system in the cus- tom-houses in the assessment and collection of duties upon goods, coming from countries where the metric system is used; that in public documents the same system now used in the Coast Survey reports should be extended and measures and results given inthe two forms— Englirh and metric; that the gold coin of the country should be put upon the basis of the metric system, to which it approaches very nearly already. The gold dollar varies only about 1-700 of a grain trom the metric system. Congress has already put the silver coin upon a metric basis, and the gol coin should be con- sistent with the silver. ss According to the district attorney in New York, it is necessary for the Virginias to be produced before she can be libelled, and as there is no prospect of raising the v2asal, pro- ceedings in that direction will necessarily cease. In the meantime Mr. Patterson, in whose name the steamer was registered, has written a letter Protesting against the opinion of the attorney general, and asserting that he was never even called as a witness to ownership; bat then it is coutended that even if Mr. Patterson did once own the vessel, he was rot the owner at the time of the capture. Daectine tx Prices or Coat.—The regular monthly auction sale of Scranton coal took place in New York yesterday, the amount offered, 10.0€0 tons, being disposed of at a rapid vate. There was an average decitne on all the varieties, particularly on chestnut and stove, others being not so marked. Tne following is the average decline per ton: Chestnat, 264; stove, Lic.; egg, 74c-, grate, 6, c., steamboat, 7Ke. see The workingmen’s univns in several sections are moving, as are the grangers, in opposition to the proposed restoration of the tax op tea and coffee, the mere agitation of which subject has had the effect of reviving speculation in those articles. [t is noticed that dealers in the sea- | side cities are accumulating large stocks, and that there are frequent purchases of cargoes to arrive. twee ‘The severe language made use of by the Pope im bis last encyclical letter with reference to the interference of the government of Switzer- land with the conduct of the Koman Catholic eburch in that country bas aroused the resent- ment of the government and the Papal Nuncio has been requested to leave Berne, repub- lic, thas bringing to a close its diplomatic re- lations with the powers of the Vatican. —+200- Ataconference in Philadelphia, it has been decided that the present rate of wages for coal miners shall remain unchanged until the sth instant, when the final decision as to the rate for the coming season is to be made. Although # reduction in the price of coal is desirable, the miners urgently contend that it should not come through # decrease in their wages. Se eneenEED EEE ne | "Gest: ita (OHABD J BLAKELOCK. Sec.
