Whene ver a disaster oceurs at sea the circum- stance is always noticeable that the pro- portion of passengers lost is much greater than that suffered by the crew. This was the case im the late terrmble Ville da Havre disaster, where most of the passengers perished, while a majority of the officers and crew were saved. In view of this fact the Baltimore American is Jed to remarx that such an extraordinary dis- Proportion gives rise to the supposition that the men who were charged with the duty of saving the lives of the passengers during the few min- utes that the ship remained above water busied themselves in preparing to keep themselves afloat, without regard to those who entrusted themselves to their skill as sailors, and gallan- try and courage as men. One fact must be re- membered, however. The officers and crew are more familiar with the perils of the deep, and are, consequently, better prepared in case of accident, to devise means for their escape. Be- sides, all or most of them are presumed to be excellent swimmers, while, perhaps, a majority of the passengers have not this peculiar advan- tage. It is generally conceded that many per- sons under such circumstances lose their lives needlessly, the terror of the situation depriving them of their wits, and blinding them to avail- able means of escape which may be at hand, even to the efforts of the seamen in their behalf. Hundreds frequently throw themselves over- board against the commands of the officers, and | the best means for their rescue fail, because of their panic-stricken condition. It is therefore | little to be wondered at that so many persons | unaccustomed to the sea and its dangers should | | perish, while many of those whose lives are spent upon the ocean should be saved ———_c2 The President, whohas ever shown a hearty | interest in the welfare of this city, gives warm | endorsement in his message to the efforts of our | Board of Public Works to improve the national | capital.
