November 20, 1873 The great pressure upon our advertising columns, and the necessity for making some provision for reading matter, will compel us to publish a double-sheet on Monday. This will contain the President's message, the organiza- tion of Congress, department reports, and a great variety of other important and interesting matter. [t will thus be a very advantageous advertising medium, and as our usual heavy circulation is now being greatly increased daily, an immense number of readers will bo reached by Monday's iseue. This isafact to be borne in mind by our advertising customers. a A Peacetal Outlook. On Wednesday we stated on authority we knew to be reliable that -‘Admiral Polo, the Spanish minister, and Secretary Fish have certainly agreed on a plan of settlement, which has been forwarded to Madrid by telegraph for approval, and which will, doubtless, be ap- proved. It includes rwhstantially these points: Ist. The surrender of the Virginians and the customary salute to the United States flag: ad. That the surviving members of the crew must be restored; Jd. Suitable indem- nity to be made to the families of those slain. This was denied the next morning by a city cotemporary, bnt the same paper this morning admits the entire correctness of our statement The Spanish government have properly placed confidence in the ability and judgment of their minister here, and have endorsed the plan of settlement he has negotiated with Secretary Fish. His representation to his govern- ment as to the status of the Virginius as prima facie an American vessel has been accepted as settling the question affirmatively as to the justice and propriety Of acceding to our demands for reparation. About & o'clock last night Admiral Polo re- ceived dispatches from his government stating that the plan of settlement arranged between him and Mr. Fish had been accepted. Some of the minor details will be arranged hereafter, but the main points at issue, i. ¢., the surren- der of the Virgins and of the remaining prisoners, have been definitely agreed upon. ‘The formal surrender of the Virginius will not take place until the 25th of December; the de- lay being requisite in order to give time to com- plete the negotiations by mail, which have so far taken place informally by telegraph. On that day the vessel will be surrendered, the American flag restored, and the customary sa- lute given. It-is quite likely there will be some sulking on the part of the Havanese over the surrender, but they will be apt f take a cooler view of the situation before Christmas day, especiaily as they are under the guns of the Spanish-manned forts and war ves- sels. It is understood that the Castelar gov- ernment bas the moral support of the other European powers in aces ing tothe terms of Our government; the American demands being conceded to be only just and fair. Therefore that government ought not to lose strength with | the Spanish people for its action in behalf of peace. ecretary Fish and Admiral Polo deserve hearty commendation for the pradence, mod eration and good sense with which they have managed this difficult negotiation, under the strong provocations to hasty and violent ac- on. +20e- ‘The New York Times has a seasonable article against hoarding. It advises everybody that has money to spend it, if they can to advant- age. For fifteen years there has not been such @ favorable time for purchasers as the present. Production has been impeded, the stock of goods is diminishing; there is little likelihood of overproduction for some time again; the coan- try will soon wish to use the savings it has been making; and, after a scare, as every one knows, the reaction is always lively. People will buy all the more eagerly for their self-denial and previous economy.
