Largest Circnlation in the District Reading Matter on Every Page. | = i WASHINGTON CITY: j SATURDAY. .October 18, 1873. The City of Washington Defended. Some time since Tax Stan took occasion to Tefute the statement of President Eliot, of Har- yard University, in reference to the city of Washington. It wil! be remembered that while attending the recent social science convention in New England, the subject of a national uni- versity being under discussion, he asserted that «¢ Washington is a focus of neither foreign com- merce nor domestic trade; neither manufac- tures, agriculture, nor mining: neither litera- ture nor art. The climate of the city isnot very healthy, and the presence of Congress and the bangers-on of Congress does not make the city a better place of residence for young men at the forming periodjof life.” The Philadelphia Press how takes up the cudgels in behalf of Washing- ton, and in a forcible article gives reliable sta- tistics which emphatically disprove Mr. Eliot's assertions. Quoting from the census report it shows that Washington possesses i27 libraries with 100,906 volumes, and says that even Cam- bridge should not be too realy to challenge a comparison as to relative merits. Washington librariés are all of ‘modern growth, and not largely made up of the useless spoil of forgotten tongues or forgotten authors. The four law libraries contain 32,348 volumes, and more than are to be found in all the law Mbraries in Mas- sachusetts, wh In reference to art, tion to says the Press, ts actual wealth and numbers, the city of Washington will be round to hare been as liberal in its support of art and artists as most tities of the country. There are some private galleries of merit and many rare and valuable works of art in Washington, although Pres. in propor- ident Eliot is apparently as ignorant of their existence as the owners are of the exalted mer- its of the beautiful portraits which grace Har- vard College. As to the architecture of Wash- ington, it is superior to anything in the states, exeepting only and always the State House at Boston. In regard to institutions of learning, says the Press, there are three colleges in the District of Columbia—never aided by a lot- tery—two law and two medical schools, and though none, like Harvard, have been s9 for- tunate as to be endowed with five or six mil- | lions of dollars, they yet contrive to do much modest and very valuable educational work. Statistic from the ninth census are given to proven the falsity of the charge that Washing- $ ton is mphealthy. The percentage of mortality in the District is 1.53, or, excluding the colored, 1.35; and in Massachusetts, for the whole state, it is L77. Therefore, the deaths among 1,000 | persons in Massachusetts are about 15, against a fraction more than 15 In the District. If the statistics of Massachusetts for 1s71—Cambridge, | population, 5,434; deaths, ; Boston. population, deaths, 5,388; per- centage —my fairly be compared with the census of 1570, and those of Cambridge or Bos- ton presented, there will be toand a much larger | difference én tavor of W shington—or 22 to 15. The Pr # thinks these rugged facts demolish a arge amonnt of fine writing. and closes its com- ments as follows “When th er to his atta 4 him from a su t3, his pre- to have been lamen 4 have known, ¥ is not in the dise alth of cities. Washington, with all ite faults, stilt lives, and. does not appear to have heard of the poor opinion entertained of it at Harvar ear j One of the “modern instances” to which at- | terneys may hereafter refer in pressing claims | for damages caused by the death of persons who are killed by the cars, is found in the re- cent decision of the Supreme Court of Iowa, in the case of a child, two years of age, who was crushed by a raliroad train. The father of the child brought suit to recover damages, and in the course of the trial asked leave to introduce the Carlisle tables to show the probable dura- tion of the life of a child of that age in the na- tural course of things, the object being to claim damages for that period. The judge refused to admit this testimony, on the ground that the child at the time of its death was incapable of Scquiring an estate, and could not begin to ac- quire one until he had passed his majority. some nineteen years inthefuture. The jury returned @ verdict of $75 for the plaintiff, but he was not satisfied with the amount, and carried the case to the supreme court of the state, on the ground that be had a right to make the showing Prokibited in the court below. The supreme Court admitted the life tables as evidence, and the jury found for the plaintiff in $1,000 dam- ages. in making up their verdict the jury esti- mated the loss which the estate of the child had | Roc snflered from its death, this estate commencing | EV at 21 years and continuing for the probable da- ration of its life. Itsservicesor earnings during minority were not considered. This was in ac- cordance with the ruling of the supreme court. The defendant gave notice of a motion for ar- Fest of judgment and for anew trial. Batrimorz, idnted. a; W eat Virgiati srecial 1ax. 5 bid te-Gny The Marwets. Per- DICKSON, President. — The single objection to the Boston grange of the Patrons of Husbandry is that they are | “middie men,” the pet aversion of the bucolic | grangers. Master Adams says the general dep- uty who organized the Boston grange acted in- judiciously in so doing, and for that reason he | revoked theircharter. There appears to be a | division of sentiment among the Patrons as to the propriety of Master Adams’ action, some holding that grain and commission teerchanta | are eligible as members for the reason that they | are “interested in agriculture,” a condition prescribed by the constitution of the order, and | that middle men are positively indispensable in many cases. A majority of the patrons, how- ever, sustain Master Adams, and it remains for the national grange, which holds its annual meeting at St. Louis in February, to finally dis- | pose of the matter. The convention of chief engineers of fire de- Partments of the principal American cities | which is to assemble in Baltimore on Monday | next isone in which every American commu- nity is interested, as it ts to consider the very important su of the prevention and ex- tinguishment of conilagrations. Most of the delegates will visit this city, and our citizens shoukl cheerfully cooperate with the committee of the Board of Fire Commissioners in weicom- ing and entertaining them, so that they may be favorably impressed with the national capital And the hospitality of its people. A number of merchants in Baltimore adver- tise that they will give silver as change to pur- chasers of goods, and many merchants in other cities are doing the same thing.
