EVENING STAR. CROSBY 5. NOTES. Largest Cireulati Reading Matter on Every Page. | WASHINGTON CITY: THURSDAY............0ctober 9, 1873. The Death of Captain H. While any disposition to prejucdge the case of Dr. Bessel adversely to him should be censured, equal censure should be applied to any attempt to manipulate sentiment in his favor in advance Of the testimony. It won't do for his fellow scientists to make it a matter of caste, and to undertake to poh-poh the charges as ‘‘Impossi- bie” to be true, because Dr. Bessel isa man of ecientific and scholarly acquirements. Some of ‘the most remarkable murders in the criminal record of the world have been committed by scientific and scholarly men. The cases of Eugene Aram and Dr. Webster are in point. Aram, who murdered his intimate ac- <4Uaintance, Daniel Clarke, in order to possess himself of his victim’s property, was not only # good general scholar but had also acquired = good deal of curious outside lore: including the knowledge of heraldry, Chaldee, Arabic, Welsh, and Irish, and at the time he was apprehended for the murder, he was plan- ning a great etymological work to be entitled “A comparative Lexicon of the English, Latin, Greek, Hebrew, and Celtic languages.” On his trial he conducted hisown case with remark- able ability, and, as we are told, ‘attacked With great acumen, plausibility and curious erudition, the doctrine of circumstantial evi- dence.” The more recent case of the murder af Dr. Parkman by Prof. Webster is familiar to most readers. In this case the body of the victim was concealed by the murderer on his own premises for some days, and such was his high professional standing that he was not suspected of the deed for some time, although Parkman had been observed to enter Webster's rooms the last seen of him. Even after his con- viction, and up to the hour that he confessed the deed, many of Webster's friends believed it to be impossible that he was guilty. From sil this we see that it will not do to take 8 man’s scientific attainments into acoount, for or against bim, incharges of this kind. Some of Dr. Bessel’s indiscreet friends are doing him pos- itive disservice in their zeal, by suggesting an an- imus for ill-will on his part towards Capt. Hail. One Dr. Walker, who seems to have had some grudge against Hall, rushes in to say that “his (Bessel’s) reported quarrels with Hall arose altogether from vexatious interference on the commander's part with the scientific work;” that Bessel “ suffered severely from his (Hall's) | [6°47 red assemble at their Armory THIS BVE- NING, the 2h instant, at 7: o'clock forthe purpose of preparing for the funeral of Gorporal SimoNDs. It is hoped that every —s will be bad temper, and his quarrelsome and jealous dis- position,”’and that Bessel «found bitter fault with some of the arrangements of the expedition.” It would appear, therefore, by Walker's state- ment, that Bessel’started out on the expedition with a decidedly hostile animus towards his commander. Those who knew Hall, however, and his frank, magnanimous, trusting nature, will utterly reject the idea that he was the jealous, domineering, bad-tempered individual depicted by Walker. It is most likely that the testimony when in will relieve Dr. Bessel from the serious charges made against him, but his actentific comrades had better not put imtheir oars prematurely. —+222e- Eight of the schools of the city were clo: to-day for want of money and fuel. T ‘he tru: 1 all of their available funds. The teachers have not been paid for four months, and the taxes hat ot atl Been ‘collected. To add to the complications, the schools are without coal, owing to some trouble with the contractors, who refuse to de- liver any more.— Wash. Cor. N. ¥. Tribune. We find, upon inquiry, that the following are the facts in this matter: Tuesday last was a | cold day, and several schools were close for half a day in consequence of the failure of | the contractor to furnish the necessary fuel, h was ordered some time ago. The excuse of the contractor was that his fuel had not arrived, besides the weather on that day was unusually cold for this season of the year, and came upon ussuddenly. The trustees thought it better to dusmirs the schools for the half day than to en- anger the health of the children. The treas- urer of the public schools did have several thousand doliars in the First National bank when it failed. This money was there to be checked against to meet contingent expenses The treasurer could not foresee the financial panic that was coming. School officers in- form us that the city fauthorities have, one and all, and especially the Governor, manifest- ed the greatest desire to aid the schools finan- cially; but it eeems that the growing needs of the rapidly-increasing school system have more than absorbed the money paid in on account of ‘the echool tax. A statement submitted at the close of the last school year shows that not one ollar of the school fund has been appropriated to any other than its legitimate use. On the contrary, the District authorities in their soli- citude to sustain the public schools, in which ‘we take so much pride, used other resources to the amount of nearly 350,000 to keep the schools going. The schools have increased this year to ‘Bn extent never before known, and the report for September will make a better éxi>it than has ever yet been made since we have had a “public school system. One of the best evidences of the healthy con- dition of things, notwithstanding the late finan- cial flurry, is the fact that our exportsto Europe just now are heavier than ever before. The ex- ports from New York for the week which ended the 7th inst., were the highest on record, being $5,378,190, mixed values, which is an increase over the previous week of #1,553,189. The ex- Ports for the corresponding period of last year Were $4,176,438, and for 1871 $5,558,596; all of which indicates that the flow of money from Europe to this country is greater than it hag ever been before. 20 me The final test of steam ¢anaj boats, for thé dest of which a rew*"* of #100,000 is offered by the state»? ‘New York, will take place on the Erie “anal on the ith instant. Several boats Will compete, and the reward will be given to the one making the best time at the least ex- pense.
