The Situation To-Day. ‘The dispatches from New York are of an en- couraging tenor, showing no new failures and a generally improved condition of feeling. A few bours lull in the excitement is all that is ‘wanted to revive confidence and put business affairs on a hopeful footing. In this city everything is quiet in financial eircles and amongst the banks. The Washing- ton Savings bank having successfully stood the run upon it, announces to-day that hereafter it will require sixty days notice of withdrawal from depositors. The other savings bank of the city had previously announced thei- prrpose to re- quire the usual notice so that they all stand in hhne now in this matter. That this course was the proper and judicious one to be followed by the savings banks we have urged all along. The fo'lowing from the New York Sun in regard to similar action by the savings banks of that city is very much to the point: “The action of the savings banks in takin; advantage of the clause in the‘ charters whi requires thirty or sixtydays’ notice trom persons intending to withdraw deposits should excite no apxiety. On the contrary, it indicates that the money of the depositors is invested in bend and mortgage, and other long-time and safe securi- ties, which could be now realized upon only at 2 loss both to the banks and to the depositors. It was in view of occasions like the present that the legislatures of our wealthiest states have wisely provided that money cannot be drawn from savings institutions withont notice. In ordinary times the rule is dispersed with, bat anless it were enforced in periods of excitement Beither banks nor depositors would be secure.” ———— -see- It would really be worth the while of the New York papers that devote whole columns daily to the work of censuring the government of this District, to inquire why it is that the death Pate in that city is very nearly double what it = im Washington during the hot months. Per- haps they might find that the much-abused Bystem of improvements here has something to do with the greater healthfalness here at a sea- son when by geographical position the risk to Site should be more here thap in New York. The mortality in August in that city was at the appalling annual rate of 35 im 1,000. Now it would really seem thatsome attention might be given by these papers to home sanitary matters in lieu of systematic abuse of the authorities of other cities for carrying out improvements cal- ulated to promote clean!'ness and ventilation. -<<--—___ ‘The Marylanders are making extensive prep- ‘Bratiors for their fifth annual fair at Baltimore on the 7th of next month, and it is anticipated that the agricultural and mechanical display will surpass any previous exhibition of the kind. ‘Of late years the agriculturists of Maryland have made rapid progress in their vocation, and are now scarcely behind the farmers of any Btate in the union in the quant'ty or quality of their productions. Farmers clubs have been or- ganized for the atvancement of agcicultural interests, but up to this time the order of the Patrons of Husbandry has not been introduced in the state. It is understood, however, that the National Grange is about to commence the work of organization in that state in response to numerous requests from prominent agricul- turists in ditferent sections of Mat ylan‘l. Novel German organizations, known as “Kolping casinos,” are in existence in Balti- more, the object of which is t> unite social | pleasures with religious instruction. They are named after one Kolping, a German shoema- ker, who, by his talents, rose to the em‘nence of @ priest, and who p-eached from the pulpit that religion should be intermingled with social pleasures. The members of the casinos are mainly Koman Catholics, and have at their meeting places a library, conversation room, billiard room, bowling alley, and hall devoted todramatic and musical entertainments. The ascociation ‘s @ joint stock company, and the children of the stockholders have the use of the library, and are instructed in the branches of wusic, architecture, mathematics, etc. Thus far the organization has been quite successful. 2--___ Poor ex-M. Farpsworth is getting any pumber of kicks and euffs, all on account of his disposition of his portion of the back pay steal. Demagogue ashe is he thought to bribe the people of his district into nominating him again for Congress by distributing his back pay pro Fata among the different counties of the dis- trict. Several of the counties indignantly spurned hisstolen plunder, while others took it. ‘One of the latter counties (Lake) it now seems 4s ashamed of its action, and through its board ‘Of supervisors, has directed the swag to be #urned over to Uncle Spinner, who isthe law- ful custodian of money belonging to the gov- Brnment. This has been done and the money— '3605.25—is now in the Treasury. —— ‘The advantages of evening papers in furnish- ing the first intelligence of the great events of the day has been again made apparent during the financial crisis. Thus the failure of Jay ‘Cooke & Co., was first announced in the eve- ning papers, and the details of the crash that followed have been given, in them, every day. ‘Thus the people are furnished with the news of the day before going to bed instead of waiting wntil morning, asin the good old times when the pony express and mail stage had not sur- rendered to steam and electric telegraph. ——__<6e———— ‘The bad boys of Alexandria, in consideration Of free admission to Lent’s circus, which has been performing there for the past few days, furnished the wild beasts with all the old cats and young kittens, too, that could be gathered up. The Alexandria Gazette says that grimal- kins in that city are now scarce. As Barnum esidom allows any of his competitors t> outrival him, and as he will perform in this city during the present week, it behooves the rising genera- tion of the capital to be up and doing. ———_—_-<e2-___ That portion of the city of Baltimore de- stroyed by the great fire in July last ‘s being rapidly rebuilt, and as is generally the case un- er similar circumstances the buildings are of a much better class than their predecessors. This is one compensating result for disastrous fires.
