Largest Creation in the District Reading Matter on Every Page. WASHINGTON CITY: WEDNESDAY....September 2, 1873. Another Gast of the Sterm. All the reports from N York yesterday until late in the Tnoon indicated that the Snancial storm had exhausted itself; bat to- wards the clore of banking hours there were some signs of @ renewal of the flarry, occa- sioned by the announcement of the failure of the heavy firm of Henry Clews & Co. This Bouse ranked with Jay Cooke & Co. and Fisk & Hatch in importance; and the fact that after sustaining itself during this week of trial it should finally go under seemed ominous of In Wall street yesterday excitement prevailed. The dis- patches to-day from New York snnounco the suspension of Howes & Macy, always es- teemed a very solid conservative house. The dealings of this house were largely with the South, and the failure will be feit in that quar- ter sewhere. Altogether it is more than sew York, and snch of the leas sympathetically by reason of t divasters w York than any other American city of itssize. After the firs quence of the unexpected suspension of J Cooke & Co. and the First National Bank, the | exciterient scon dwindled here, and yesterday and to-tay our barks have exhibited no s whatever of any perturbation in th atmesphers. Last night’s dispatches from New York report R etrike of the Crispins in that city, about two | huncred men so far being engaged in it, mainly those engaged in the manufactute of ladies’ shoes, but the telegrams fail to tell the trae story of the movement, which shows that the workmen have right on their side. The strike is to compel “the bosses” to return to the stanfard rates to which they pledged them- selves three years ago, and which they have lately violated, and several of the shops have alseady acknowledged the justice of the aemand by yielding. It appears that in 1570, when the Crispin order was reorganized on a new basis, the “bosses” objected, and they combined together not to give employment to society men. As @ consequence some of the shops were closed Jor two months, and after all the bosses were obliged to come to the terms of the men. The new standard enabled first-class workmen to | €arn $25 per week, second-class and third- | class hands from $20 to S18 per week. The following and succeeding years am attem) was made by the second and third-class shops to reduce the wages, but witho success, the men being too well organized Thinking that the bosses would not again at- tempt to lower the rates, almost all the third- rate men neglected to pay their daes into their respective lodges and were expelled. last “the bosses” became aware of the fi the men were not under the protection of t Manhattan coy and menced to redu their wag, those who were accustom to earn fron ) $29 per week were onty able earn $1 though they work: to $15 again refased t A dispatch dard wages. trom Phila- | detphia states that the custom work ey | man shoemakers of that city are a'<o on a strike, for the same | reason as | their brothers in New York; that is, the shops bave refused to pay the regular prices which | were agreed apon some time since between em- ers and employes. The shops acceding to the demand are in operation. The association of the banks of Baltimore, acting with the determi: m to relieve the money pressure in behalf of the business com- muuily 4s far as possible, yesterday resolved t» adopt the plan of the New York banks for is- Suing loan certificates, representing seventy- five per cent. of bills payable or other securities deposited by any bank with a committee ap- inted for the purpose, which certificates shall be used in settlements at the clearing house and be received by creditor banks. The arrange- ment is not to extend beyond the first of No- vember next, the certificates meantime bearing six pez cent. interest. When government bonds, gold or gold certiticates, are deposited, the clearing house certificates are to represent the par. This action of the Baltimore banks i sposen of by the papers there as merely a pre- cautionaty measure. a ‘That the present panic is confined to specu- lative interests is shown by the fact that it has made no change in the value of produce and merchandise. Gold bas not materially ad- vanced, the food and cotton cropsare good, anid the real weatth of the country has not changed. ‘The names of no merchants are included in the | Uist of failures, and these, a: we have said, are wonfined to the speculators in stocks and the Gealers in the bouce of aubuiltor unestablished | railrodds. -202-— ‘The run on the savings banks having ended, and the banks having shown their abundant | ability to meet all demands, the Freedman’s | Savings bank announces that it will hereafter require the usual notice of sixty days for with- drawal. This isdone inorder to prevent the annoyance and interruption to basiness caused by the senseless runs that savings banks pay- ing upon call are liable to encounter in times | Of panic. ss0-- On the 3d of October Oregon will choose a member of Congress in place of Joseph G. Wil- son (republican),deceased. The candidates are Hiram Smith, republican, and James W. Nesmith, democrsi. and it is stated that the canvass is tomplicsted by the Hipple-Mitehel! | controversy, it being understood that the first | named candidate endorses the new United | States Senator, and the latter condemns him. Mary Doe was yesterday arrested in Baltimore for bathing in the Eastern City Spring, and fined $50 and costs, in default of which she was sent to jail. — ‘The New York savings banks aver that they have made money by the panic, as the scared Gepositors who withdrew their money have lost their tnterest since July. — Every ate of BLACK No. 12, I. 0.
