Spinner Fortirres His Position.— Treasurer Spinner has written another letter on the back pay business, this time to Senator Carpenter, who recently wrote him, dissenting humorously from the General’s views on the subject. He adduces additional facts to sub- stantiate his position that the government has no right to the money unless accepted as any other donation. He states that the increase voted by the Thirty-fourth Congress was 100 per cent., by the Thirty-ninth 66% per cent., and by the Forty- 50 per cent., the last the least of all, and yet the former were not noticed at all. Three of the members of the ‘Thirty-fourth Congress who took their pay have since been elected Vice President—Ham- li ifax and Wilson. Mr. Spinner says he took the back pay which was a raise of from $3 @ day to $3,000 a year, and was elected three times after by maj offnine thousand. He thinks the cause of the opposition now is the too frequent repetition of these levies upon the propie ‘s ae. The inauguration of Alex. &. Shepherd, e:q., Qs Governor of the District, took place t' morning at 9:50 o'clock, at the residence of ex- Governor Cooke, in Georgetown. The afiair was conducted in avery quict manner, there being precent only @ few gentlemen officially there, or immediate per.onal friends of the parties concerned.
