As our school board has been for some time moving in the direction of the abolition of cor- poral punishment in our schools it isa matter of interest to know what action is being taken by intelligent school authorities elsewhere. ‘The sub-committee of the Boston sckool board, which has been in the subject of corporal pupish ment in the pablic schools, has prepared a long report, in which ground is taken in favor of the immediate and final abol- ishment of such punishment as a means of dis- cipline in the public schools of the city. No- body ssserts or believes, nowadays, the com- mittee remarks, that corporal punishment is a desirable method of stimulating the brain. It is only advocated as a means to be used in the last resort, for the correction of gross heedless- ness or willful disobedience to authority. Nu- merous expedients are suggested which may be usec! to prevent idleness and listlessness in the ‘School room, and teachers are advised that it is their duty to devise means of this sort. The committee says: “<The more stupid and indifferent the teacher, the more readily is the rod brought into requi- sition, if its use is permitted in our schools. Your committee, therefore, are of the unani- mous opinion that there is no one thing by which = — can Ldap en beer amsge ge works refusing permission rod and cane wens S corporal ae it, which the veriest dolt of a even a monkey, could em; and compelling the teachers to enlarge their ideas on this sab- = of discipline in their schools, and not forego ‘all the resources of their intellects and affec- tions to control and guide their pupils for that never-failing resource of stupi » indolence and self- -eenceit, ‘the word and the blow, and ‘the blow first.” The committee argues that children, like adults, should not be summarily punished for the offenses they commit. Ten chances to one the teacher is in a passion when he inflicts pun- ishment upon the offending pupil; in which case, the committee thinks it is much as if the punishment for street disorders were inflicted by infuriated policemen on the spot. It is argued that something of the same jadicial spirit with which offenses against the law are punished im the courts should be used in the management of the schools, The penalty is to be carefully adjusted to the nature of the offense committed, and administered with cool- mess and candor. With such methods, it is asserted, ninety-nine cases of misconduct out of | every 100 can be successfully dealt with. And then comes the hundredth case, in which kind- ness andTairness and justice are all unavailing, and a scholar persists in disobedient and violent conduct in school. In such s case the committee points out, that the proper way for the teacher is to call in the school committee to deal with the pupil and warn his parents of his doings. Under no cir- cumstances should the teacher be subjected to the degradation of whipping a pupil. The last resort for unruly scholars is the station-house. In the opinion of the committee “‘it is the better mode te train American citizens by teaching them, even in childhood, that obedience to just and impartial authority is a part of their daily life; that while it is not to be enforced by person- al abuse nor in anger, there isa power which surrounds us all, old and young, like the atmos- phere which we breathe, which can never be successfully resisted or opposed; that this power & the result of the embodied wisdom of the best men of ail ages, and isthe code of laws under which we liv There is another method, how- ever, which the committee thinks may be = to advantage in large towns and cities, vi establishment of one or more special sc! ns which truants and incorrigible pupils shall be compelled to attend. The committee enlarges on the degrading influence of the use of the rod upon the teachers themselves. That such an influence is likely to be exerted where the rod is freely used is un- deniable. No doubt the majority of our teach- ers would gladly be relieved of the disagreeable duty of punishing refractory scholars. The cus- tom of inflicting severe corporal punishment, which often involves a pitched battle between the teacher and the pupil, necessarily hardens and brutalizes the mind of the former, as well as hurting the body of the latter. ‘ The people of Brooklyn, Williamsburg, and Greenpoint have succeeded in effcting a con- solidation of their different post offices, greatly to their convenience. Under the old arrange- ment, with the separate post-offices, there were many anoying delays. A letter would reach Buffalo, for instance, sooner than one would go to Greenpoint. Georgetown, which is virtually ‘8 part of Washington, suffers from the same in- conveniences and delays through having a separate post-office, as she is not only deprived thereby of the advantages of free delivery by carriers, but has a circumiocution in the receipt of mail matter that makes its shorter process to get a letterffrom New Virk than from Wash- ington. Mr. Gladstone’s new card, the mM wure extending the right of suf- frage to the farm laborers, does not seem to work in the ¥ ay of enabling him to retrieve his popularity. The anti-Butler men of Massachusetts, re- lieved of their current scare‘ are beginning already to borrow trouble as to what the busy B. will do next. They suspect that his forth- coming move will be on the Senatorship, to suc- ceed Sumner, and next fall they believe he will be at work trying thesame game tn the election of members of the legislature that he has tried this fall in the election of delegates. Weil, it is certain he will turn up somewhere in the field in the course of the year, to make it lively for the boys.
