WASHINGTON CITY: SATURDAY............Angust 30, 1873. a Uncle Sam has thus far been unable to sere the popular yearning for postal cards, no : standing every effort has been made to render the supply equal to the demand. A series of vexatious accidents have interfered with the steady preduction of the cards, and the mana- facturers are still considerably below the mark in more respect than one. They have several times, whether intentionally or not, turned out cards of s very inferior quality, the material being below the standard in weight and defec- tive in the printing, and on one occasion the manufacture of cards was entirely suspended for @ time on this account. The Post Office department has had sufficient cause in many in- stances to annul the contract, but hesitate to do so as long as there isa reasonable prospect of improvement on the part of the present manu- facturers, for the reason that a delay of several months would necessarily ensue before a new firm would be able to meet the requirements of the department. itis the general supposition that the present company accepted the contract at too low a figure, (twenty cents per thousand below ail other bidders,) and that they are en- deavoring to save themselves by turning out in- ferior work. The public will sustain the Post Office ment in insisting upon a strict compliance with the contract entered into with the present manufacturers. The fact is, that all such work for the government should be done by the goverment here at the capital. It would be much less expensive, and being under the superintendence of government offi- | vanced to 1154, which rate cers the work would bedone much more satis- factority. _—— +*0ee-— It is rather rough on the Pawnees that their treaty rights should be curtailed because a thousand Sioux recently fell upon and massa- ered sixty or seventy of their helpless women and children in Nebraska, but such it is intimated will be the case, the excuse being that this act of hostility between the Pawnees and the Sioux is a violation of the treaty of 1868, which per- mitted both tribes the privilege of hunting off their reservations through the country drained by the Republican river in Nebraska, so long as they kept the peace towards each other and the government. The recent commission sent ut to the Sioux went for the parpose, as has been stated, of requesting them to give up this hunting privilege, but after ascertaining their feelings on the subject did not even make the demand, understanding, as they did, that the right referred to had been solemnly guaranteed the Indians by the treaty of 1868. The late Pawnee massacre will furnish an excuse for the government to withdraw from both tribes the privilege of hunting ontside of the reserva- tions, bat most people will fail to see how the Pawnees have forfeited their right, when it is admitted that in the late massacre the Sioux were the aggressors. Frequent drilling for firemen is a good thing, however, and our hook and ladder men, ot whom there are too few for our needs, should be perfected in drill in the line of their duties, for with the lofty buildings now going up here, crowned with mansard roofs, that branch of the fire departmentis becoming of more impor- tance every year, and maybe called upon any hour to e: tinguish fires out of reach of our best steam tire engines. The Leuisville Courier-Journal in its praise- Worthy ¢fforts to rid Kentucky of the presence of the marauding bands of kuklax which disgrace the state says these desperadoes are Bot influenced by political or party considera- tions but that they are practical communists and agrarians confederated together for the purpose of dispossessing property owners. “Generally speaking,” says the Journal, ‘‘the klan is composed of the most poverty-stricken, Gea-bitten set of sans culottes to be found in the country. Too lazy to work, toostout for appeals to charity, too poor for a regular income other | than their Isbor produces, they think by making labor scarce, and sales of real and personal estate frequent, they can finally come into a good property without adequate compensation. They then put about a | tablespoonfal of brown sugar in liquid form to | every eight-gallon can of this skimmed milk, and this restores the rich, creamy color to such | an extent that the most experienced dairy woman would be deceived. They also add a | trite of salt, whieh improves the taste, and the finid is then ready for sale.
