Orders, sccom- panied by the money, should be seut to the busi- ness office of the paper. = The Wawaset Investigation. Upwards of fifteen witnesses were examined yesterday in the Wawaset case, and as yet nothing elicited as to the cause of the origin of ‘the fire on the steamer Wawaset. Nor can it well be expected to be ascertained, if the investigation is proceeded with at the galloping pace which yesterday's session portends. Within three hours all the responsible officers of the boat were examined, those conducting the ex- amination contenting themselves with their mere statements, and dismissing each witness with a slight formal cross-examination. There an be no doubt the government desires to probe the mystery, and throw all the light pos- sible on the sad subject, but the absence of ‘some legal mind to systematically condact the investigation is apparent. Capt. Woods was, no doubt, a brave and capable officer, so far as his ordiwary duties were concerned, but it is evi- dent that he was badly qualified for the respon- sibilities of bis post in an emergency like this, and that he was ignorant of the requirements of the law in many important particulars. His own testimony inferentially leads to the con- clusion that he had never read the certificate of inspection of his own boat, inasmuch as he lid not know bow many passengers the law Rilowed him to carry; his ignorance of the law again manifests itself in his statement that he Was not aware it was necessary that he should have a master’s license, or that it was required | that instructions should be posted up in regard to the use of the life-preservers, or that partic- ular designation should be made of the officers to manage the tire extinguishers in emergency. Upon points of law of which he should have been cognizant. it seems that more than passing atrention shoul have been paid. It is fair to presume if he was ignorant of the requirements of the government in his own case, he cared iittle for exacting from his subordinates a com- Pliance therewith; hence we find the mate had no license, and did not know it was required of him. The testimony shows, also, that there | ‘Was no officer at all to attend to the small boats during the burning of the steamer. All the evidence thus far forshadows that the | origin of the fire will never be definitely ascer- tained, but the pemling examination should be fo rigid as te exact a salutary effect at least upon other steamboat officers not versed in the Jaw, and constrain them to brash up, and jog their memories in a matter so vital to public safety and life. As regards the eqnipment of the boat it would Seem that she was abundantly supplied with | life-preservers and small-boats, and with all | the modern means of extinguishing fire, or | saving life In ease of disaster, but that all failed through want of any systematic provision for | their use. | = —————= A National Park at Niagara Falls, y bers at Niagara Falls | have become a good deal alarmed at the com- ments of the press on the fencing in of the American side of that great natural curiosity, | and at the visible fulling oi im the namber of Visitors in conseqae of the outrageous im- | Positions practiced there. He does this on the ground that the land en- | closed is private property, and that its own have the right to do with it as they please. As watters stand at present they undoubtedly have this right, as a matter of law; bat the course they have adopted is a futal one in the better light of policy and expediency. Its ultimate €ffect can only be to keep visitors away entirely rdrive them to the Canadian side, and thus Fuin the botels and depreciate business and Property of every kind in the village. The true course for those interested in the ‘Welfare of the town would be to take the neess- ary steps, by purchase or otherwise, to abolish all toll-gates and entrance fees, and thus make B visit to all the attractive points a substantial Pleasure, instead of a costly and constant an- Boyance, as at present. Uuder such circum- stances fifty people would be induced to go there where one goes now, and the increase to the profit of legitimate business thus secured | for a few seasons would more than repay the Gost of bringing about so desirable a condition | Of things. It is not likely, however. that the harpies who Bow have the piace in their clutches will be far-sighted enough to see the wisdom of this Policy, and it is altogether probable that under their control the existing modes of filching money from the pockets of the public will be | kept up until tourists and visitors cease to go there at all. This is to be regretted onevery | for the great cataract is really one of of the world, and one which should De made attractive and easily accessible to all, Poor as well as rich. The truth is, and it is becoming more mani- fest every year, that government made a great mistake when it permitted any of the land in the vieinity of the Falls to go into the hands of private individuals. The whole tract should have been kept as a public reservation or park, just as the Yo Semite and Yellowstone valleys have since been reserved. It is of course too | late now to retain it as those places were re- | tained; but there is one other course that will | secure the same end, and that course should be | adopted without delay. It is to condemn, at & valuation, for public use, all ths iand bor- dering on and adjacent to the Kapids and Falls, and set it aside as a Free Na- tional Park forever. The same considera- tions which led to reserving the Yo Semite and Yellowstone valleys can be urged, and | with even greater { rce, in favor o: condemn. ing the several isia ds and the banks of the river on the Americ .n side ag prop ied. The Falls are as grand a nataral curiosity in their way as are those wonderful places; and, situ. uted as they are, in the midst of a th ckly set- tied region, and not very far from t'e actual center of population, the creation .° a free park at that place would be a muh more available benefaction than the almost inacces- sible reservations in the middle of t) » conti- ent. It would, to be sure, take considerable money to do this: but it would be worth a great deal of money to have it done. Finding that these expectations only led to disappointment, most of the abandoned their coupons over that line, for the time being, at least, and came on to Washing- ton by the B. & 0. road. But this afforded only partial relief. Their baggage was checked over the new road, and in poaseasion of that compa- ny, and they could not well obtain possession of it at Baltimore to bring it with them. The re- sult was that baggage due here Tharsday morn- ing was not delivered fur more than thirty-six hours afterward. Legally, we suppose, no road is bound to transport its passengers or baggage until its own “track can be put in running order; but obvious- ly the proper thing for any company's officers and employs to do under such circumstances is to furnish all possible intormation to trav- elers, to the end that they need not be delayed unnecessarily .f they chose to travel by another route to destination. Not only this, but in this case the B. & P.company would in the end find profit in sending the through baggage by the other road or by express, at its own expense, at the earliest moment, so that Passengers would be put to the least possible inconvenience on that account. There is every disposition in the mind of the public to patronize and encoarage the new line, buta few mistakes like the one under notice will go very far to neutralize that feeling and change it to one of distrust.
