Orders, sccom- panied by the money, should be seat to the busi- ‘Deas office of the paper. 10 Education tn the United States, The third annual report (for 1572) of General Eaton, commissioner of education, just issued, consists of about 0. © thousand pages of inter- esting and instructive educational matter, and contains several maps, copied from the census of 1870, intemied to show in a striking manner the advantages of education. Several other tabies are taken from the census, one of which shows that of the total male adults in 1870 9,443,001. Miterate tion—4,(92,999_ 2,008,049 were of the illiterate class. This gives the percentage of male illit- erate adults to the total number of adults .1715 per cent., and of illiterate females, .2305. In reference to this showing the commissioner says: “Who can speak boastingly of American in- telligence, wth a knowledge of the fact that over i7 per cent. of the adult males ef the coun- try, who are essentially all voters, are illiterate, aiid that nearly one-fourth of the adult females (over 23 per cent.) are im the same condition ? But the amount of inteltigence in the country, as tested by the capacity to read and write, is not limited to these adults. The census does not give those under 10, who can not write or cannot read; but we may make an estimate on the basis that the same percentage holds good as in the case of those over 10, and we find that out of the 3 1 of the lation of the United States of all ages, 12 OF S17 per cent. of the total population, must be excluded from any estimate which would ascertain the Bumber who are able, through reading and writing, to exchange information with others for the guidance of their conduct.” From a table showing the public school ex- penditure in the several states per capita, we learn that Massachusetts expends the largest amount, twenty dollars and five cents, and that Nevada comes next with nineteen dollars, eighty-nine cents, three mills. Colorado terri- tory and the District of Columbia follow, the former paying fifteen dollars, sixty cents, three mills, and the latter fifteen dollars, fifteen cents, five mills per capita. The amounts paid in the other states range from sixty-five cents, four mills, (North Carolina,) to twelve dollars, thirteen cents, threg mills, ( California.) The progress of education in the different states during the year 1872, may be summed up briefly as follows: In the New England, middle and Western states, with a few exceptions, the advance was steady and marked. In Delaware there was increased agitation upon the subject of education; but this state had not effected any change in legislation, and had no state su- pervision, nor any legal provision for the eda- cation of colored children. Delaware and Ken- tucky are the only states that had no provision for the edu: ‘on of this class of children. The Progress in Virginia was great in the majority of counties. In North Carolina, South Caro- lina, Georgia, aud Tennesse, the inaction in country districts is deplorable. In the towns and centers of population some important pro- gress was made; that ip Atlanta, Georgia, and Knoxville, Tennessee, and Jacksonville, Flori- da, being especially noteworthy. Tennessee re- stored the state system, and the means of state aud county supervision, and some measure of state aid to county effort. In Kentucky the in- crease in educational interest was very great, Mississippi made g:od progress, and the ad- vance in Louisiana was considerable. Arkan- sas and Alabama fell behind, and in Florida but little progress was made. The prospect was favorable in Texas at the time the report Was written, but since that time the free school system, it will be remembered, has been abol- ished by the late legislature. There were S11 academies in the United States, with an aggregate attendance of 93,929, and 298 institutions reporting to the bureau that class themselves as colleges, of which 30 reported only preparatory students, and 217 re- ported collegiate students. The 217 colleges Teported 19.260 studeuts in the collegiate course, of whom 1,419 were females. The number of institutions for the superior education of fe- males was 175, with 1,617 instructors, of whom 449 were male and 1,168 female, and a total of 12,288 students. The commissioner very properly calls atten- tion rto the lack of proper veterinary instruc- tion in the United States, and says the epidemic which lately visited the horses, which represent 8700,000,000 or $800,000,000 of our property, awakened the public mind to the necessity of elas of well-educated veterinary surgeons. The Waited States is far behind Europe in this re- epect, and the commissioner urges the estab- Lshment bg ike government of good veterinary Schools in connectul with existing instita- bons. 2--—__—__ Climatic Therapenties. Reference was made yesterday in this col- umn to a recent article in the British Quarterly Review giving the results of late investigations in regard to the spread and fatal character of disease, and the local causes which tend to check or to encourage its progress. The Review article, also, presented certain statistics derived from a series of maps and charts prepared by leading investigators, Dr. Haviland, Dr. Bry- son, Keith Johnstone, and others, exhibiting by shades and colors the clistribution of health and @isease over the world. These embrace general Maps showing the average mortality of differ- ent disfricts, and special maps indicating the relative ptevlence of distinct affections; as, for example, rheumatism, heart digease, phthi- sis, ague, or cancer. Toacertain extent a medical map will cor- respond with a physical delineation of the coun- ty. Elevation goes for much; dryness or damp- ness for more. The character of the soil is even more important than the contour of the sarface. Mountain slopes and sumuits, table-lands ana elevated plains, mountain valleys, which are {he cradles of streams and torrents, fertile hills, Valleys, and basins, and districts swept by the sea-breeze, each have a specitic relation to dis- tinct types of disease. in wil: upland valleys rheumatism prevails. On the other hand, bar- ometric elevation or some concurrent cause is unfavorable to the development of cancer. This terrible disease revels in river valleys. Damp, associated with alluvial soil and heavy atmospheric pressure, appears to be a predis-¢ posing cause. Many persons sutfer from deé pression of spirits when they find themselves on a low level, even if it be on the fiat sands of the sea. In this discomfort may be detected an in- Gication of the presence of some of the disturb- ing influences that tend to develop cancer. But sea-sir, whatever be. the level, has a directly curative influence as regards heart disease. ‘That minister of sudden death shrinks from the healthy salt breeze, as certainly as the no less terrible disease of phthiss disappears from a ary soil. ‘The Board of Health has brought sbout many much-needed reforms, but it has thus far sig- nally failed to render the garbage service as ef- fective as it ought to be, and to-day the slop accumulations in almost every back yard in the city constitute one of the most foul and mon- strous nuisances in the District. Complaint is made that slop#and garbage are not removed (at least in many localities) oftener than once in ten days or two weeks, but are allowed to ac- eumulate and decompose, filling the air with the most noxious and pestilential exhalations. It is wholly usek se for citizens to appeal either to the garbage master or the Board of Health for relief. The frst excuses himeelf by saying that bis district is too large, it is impossible to Go the work, &c., while any complaint made to the board is referred as a matter of form, but nothing is ever done about it. These facts are not exaggerated, and the board should do some- thing at once to remedy the crying evil. If the force ef garbage cellectors is too small, and we are inclined to believe it is, let it be increased ‘Immediately.
