EVENING STAR. _ __ Chessy s. NOYES... -Ealter. Reading Matter on Every Page. | Largest Circulation in the Distriet WASHINGTON CITY: Day... ‘The Star By Mail. Persons leaving the city for the summer, or any portion of it,can have Taz StaR mailed to their address for such time as they desire, at the rate of fifty cents per month. Orders, accom- panied by the money, should be sent to the busi- Ress office of the paper. — The P je Heal The present decade is marked by a wide- spread dispositiun on the part of investigaters te collect data, not only as to the spread and fatal character of disease, but as to the local causes which tend to check or encourage its progress. The last number of the Hritish Quar- terly Review has an article bristling with figures to show the progress made in this investigation in England, and the need that it should be carried out on a national scale. Many are disposed to regard investigations of this nature as of special and professional, rather than universal value. Without actnally accusing Medicine of inventing disease, they hold that the study of the-e philosophic relations has a mor- Bid terdency. Our grandmothers, they say, never heard of neural The inference sug- gested, if not actually drawn, ts that our wives and daughters would enjoy robuster health if Our medical attendants restrained themselves to the simple routine of old-fashioned phar- macy. On the other hand there are students of phys iology who have formed the conclusion that the human family—at least in most parts of Europe and America—is giving unmistakable signs of fundamental decay. They cite that chenic irritabilit which betrays itself in so many modes; the Increasing luxury of all classes; the lessened capacity for protracted labor; the in- creasing demand for change of aig and of scene; the appearance of new forms of discase, indi- eating & weaker resistance on the part of the paticnt; the incriasing use, whether cause or consequence of debility, of tobacco, and the almost universal need of the services of the den- tist, even among very young persons. Without taking the moet gloomy view of the sanitary sit- uationaforded bythe opinionsof the last men- tioned class of observers, there can be nodoubt that all those dangers to general health, which are shown by statistics to increase in propor- tion to imcreased density of population, are being aggravated at an alarming rate, As to the connection between density of popu- lation and prevalence of fatal disease, science enables us to speak with considerable precision- ‘The tables presented by the Review show that the average number of deaths in England for the thirty-two years from 1838 to 1869 was 224 for every 10,000 of the population. In 1869, the latest year of which the returns are digested, the death rate for England and Wales was 26 per 10,000; but in London the same year the Fate was 246; in Liver vol 200; in Edinburgh 363; in Glasgow 343. T!-e same data shows that the difference of one-fi. th between two districts of London, and of two fifths between London and Glasgow, was caused by th vated unhealthiness of negle crowded unclean’ seed-plots of fat ted spt), and disease. The Engtish mor- tuary statistics go to show that the tation of life, or mathematical pr iy of surviving the current year, is ice as great in a healthy country vil- pose as in a densely ‘The same rule would pv y neighberhood. ably hold true in many of our American cities, distinguished by | crowded narrow streets and inadequate drai age. Washington city, on the contrary, doubt less owes its low death rate to the great width of the streets @nd alleys; the various angles at Which the strects and avenues intersect, securing abundant ventilation in any direction of the wind; and the diversified rolling surface over most part of the city, supplying good drainage. it is « curious fact, as illustrative of the ad- vantages of wide streets and free ventilation, that the number of cases of sunstroke in Wash- ington is buta minimum, in proportion to popu- lation, of that in cities much farther nor! Philadelphia, New York, and efen Boston. ‘That scourge of the sammer: cholera intantam, a’so strikes other cities much more heavily, in Proportion to population. In estimating the causes for the comparative healthfulness of Washington it would be unfair not to give credit to our Board of Health for zealous and capable work. While some of their energy has Deen m:sdirected, and occasionally an undue Gisplay of fuss and feathers made by one or two of the members, there can be no doubt they have accomplished an immense amount of meccssary work, and laid the foundation for a Very thorough and effective sanitary system. ——— A woman whose husband did some heary Grinking and lounging at a Newburgh (N. Y.) hotel recently sued the hotel-keeper under the Stete civil damages law, claiming 2200. The defendant's counsel moved .o dismiss the case, on the ground that the plaintitf had failed to prove damage; but the motion was denied, and the jury returned a verdict of $30. This is the first noteworthy case under the new law re- ferred to. A Pole named Richter puts in a word in reference to the spelling of Kosciusko’s name. He says Americans generally pronounce the zame wrong, and that it should sound like Kostschewsbko.” Gon't see how freedom could help shrieking if she tried to pronounce that name. Cot Mosby says he shall vote for the con- fervative candidate for governor of Virginia, ‘whoever he may be, claiming that he has never changed his political p neiples, notwithstand- ing his support of Grant in opposition to Greeley. +202 It is suggested by the Sand day Heralt that Dr. Mary Walker and “Uncle Coombs” be sent up in the Graphic balloon to take the caances ofa trans-Atlantic aerial voyage. We beg to add Private Dalzell to the invoice. ‘The Philadelphia Presz has entered apon its sixteenth year and, it is satisfactory to know that the bonoraple, high-toned course parsued by Col. Forney in its management has earned for it a permanent and deserved prosperity. ‘The fame of Mr. Cushing's uprising against the dog-barking nuisance has reached the hasters to do honor to the pu prompted his action. fe THE MENBERS oF T = ASSOCIATION OF OLDEST INHABITADTS are invite! the late 9 Partir, the V ce: Preside ate, TO M OBBOW, (Tass- 9 a. m., from bia late ‘Pr: rederick orget. ‘i en ie CaaROE F LL BRENT, Bec.
