EVENING STAR. OnosBY s. NOYES....... Editor. Beading Matter on Every Page Largest Circolation in the District WASHINGTON CITY: FRIDAY.. seseseee-Dtaly 11, 1873, ‘The Star By Mail. Persons leaving the city for the summer, or ‘Qny portion of 8, can have Taz Star mailed to ‘their address for such time as they desire, at the Tate of fifty cents per month. (Orders, acoom- panied by the money, should be sent to the busi- © ness office of the paper. a The frequent terrible accidents at Niagara Falls call for some remety. Hundreds of lives | 6 have been lost through ignorance of careless ness which might have been saved with proper Precautions on the part of the authorities. For three miles above the faiis the carrent in the river is ssid to be so strong that those who at- temp to cross are forced to row up stream along shore some distanc>, and then, by putting the head of the boat Jiagonally ap stream and pulling hard, it is Just possible to make a lan ing on the other shore at a peiut nearly opp: site the place of starting. The trip is consi ered extremely hazardous, and none but good Oarsmen can make it. It was at this point that the young man, woman and child entered the nver from Chippewa creek on the 4th inst., and were carried down over the falls half an hour later. It is qnite probable that they were totally unaware of the danger of attempting to ‘cross at that point, or they would never have made the ventare. Others have been drawn into the frresistible current in the same way, and the long list of unfortunates will contiaue to swell yearly unless something is done in the Way of precautionary measures. It has been suggested to pulice the river above the falls for several miles on either shore, but this mode would be expensive, and it wi i seem prefer- able to adopt another suggestion, which is that a cable be stretched from shore to shore several miles above the falls, so that im case a boat should be drawn down by the current those in it could seize the cable and draw themselves, or be drawn by meansof pulleys, to either shore. ‘The expense of this woul: be but triiling, while at this distance it seems reasonable te suppose that it would be effectual in saving many pre- cious lives. ‘The Cumberiand Ciritien, a paper that nata- rally devotes a good deal of intelligent attention to canal interests, charges that the Chesapeak» and Ohio canal is now run in the interest of politicians, and says that while Allegany county is the feeder of the canal, and therefore en- titled to take an important part in its manage- ment, yet she has never been allowed a single director. The Civilian says: “When @ vacancy occurred a few months byte and Mr. Gorman, in ti in determined th Tepresente the whale by appointing Hon. of Garrett county, as one of the Hamill lives al level; he has no very small interest cor not represent Allegany in is the matter with & of inteilig meu who are honest, terested in canal And it ts this very reason that nt by the board of answer have - Wh Gorman and the Board w make Ww these a tions? ‘The loss of two steamshi Cangerous coast of N lowing what is called the northern route, 3 the fact that three of the six steamers which the Inman line has lost within twenty years have come te grief on th the necessity that Atlantic ste asafercourse. The Cunard line has already nounced its purpose to abandon the perilous northern coast route tor the southern passag It would be well to have a great ocean highway mapped across the Atlantic, or rather two high- ways of tracks, one of which shoald be allotted to vessels going east, and the other to those coming in the opposite direction. In this way the dangers from collision would be avoided by 3 rece: outward and inward bound vessels pursuing the | same track, as at present. The Cunarders have Prescribed for themselves a defiuite double track ef this kind, aud it migtt be found ad- visable for ail steamers to follow their high- way. st0ee Gov. Walker, of Virginia, takes advanced ground in favor of educating the colored people. Ina late Sddress delivered before the societies of the state agricultaral college of | Virginia, he advocated the appropriation by | the federal government of the entire proceeds | Merived from the sales of public lands for educational purposes. In liberating the colored people and giving them the right of suffrage, he said the government should not only have provided the means for the education Of he new suffragans, but it should have gone further and gided the peopie of the south to Lulfill this duty to themselves. re Young Walworth, who killed his father, and who was sent to prise : tor life through the mis- taken clemency of the jury which tried him, is | to have a “soft thing,” comparatively speak- | ing, at Sing Sing. He is not to be placed on a devel with tbe common convicts; not a Dut is to be made “+ bief clerk of the stock de- partment,” where his labors will be wholly Clerical, and where he can look down with lofty disdain upon the poor devils who, while they Shave not attained his altitude in crime, are Compelied to submit to the full rigor of their Bentence.
