Beading Matter on Every Page eading Matter on Every Page :— Page 3 Largest Circulation in the District WASHINGTON CITY: WW ncoseeceee-++-----Stame 13, 1978, ‘The New York Sun seems willing to grasp anything that offers to supply a sensation for its columns, without the slightest regard to truth or justice, but in its late wholesale sian- ders upon the character of the women employed in the Departments at Washington it overdues the matter by the very extravagance of its charges. It makes the reckless assertion that the Departments at Washington are filled with courtesans who have been appointed at the so- Heiation of Senators, members of Congress and other influential persons; amd it is further charged that these women are not only of doubtful virtue, but that they are totally un- «nalified for the places they fill. It declares that the Treasury Department, the Laterior Department and the Post Oilice Department «could any fair day tarn oat a regiment of fe- males whose private life is scandalous.’ This is what the New York Sun says of the large body of respectable women—widows and daugh- ters of patriot soldiers, mothers seeking by honest work to provide bread for their little ones, daughters for their parents and for their little biethers and sisters dependent upon them—for of these classes the bulk of the fe- male employés of the government are made up. Now, that there are occasional black sheep amongst this large number is no dowt the ease, but we sincerely believe that the proportion is mailer than with the same number of women congregated anywhere else in the country in any industrial pursuit; and infinitely smaller than with thesame number in fashionable so- ciety. The fact is that they ocenpy 89 co spieuous @ position that every fault or slip is ‘tty sure to be noticed, and there are always lant and censorious ones enough ready to 04 punishment upon the delinquents. Ag regards qualideations for their position we | believe it is conceded by the beads of depart- | mente that they do their work as well and in some respects better that the male employes. In neatness of execution, inthe mechanical operat of the Treasury | and Printing Bureau they are saperiof to men; and as clerks they do equally satisfactory work upon much less pay. We believe th that a number of the female clerks who have fitted themselves by special training in com- mercial colleges, or like schools, for sepa ieeeg a have shown themselves competent to revise th work of less qualified male clerks. The aay of these charges is manifest when it is remem. bered, as above stated, that a large proportion of these female employes of government are poor widows and orphans whe have nothing lett them Lut their reputation. ' ¥ 1 66es—— It was stated in Wednesday's Star that Judge Neah Davis, of _New York city, had de- cided the “habitual Criminals act” recently by the legislature to be constitutional. ¥ be added now that the recent severe sen- f thieves by Recorder Hackett and the arrests under the aboved named act are driving the dangerous classes trom New York to other cities, amd the Sum kindly suggests that they take refuge in Washington. That is a good lint for the law makers of this District to act on. While our legtslature is ses b why can't we have our “habitual criminals act Gur police often spot well known New | York thieves here, but are compelled te wait for some overt act before arresting them. Let us frustrate the kind intentions of the Sun by assing an act similar tothe New York law. ‘The persons to whom the act applies are profes- sional thieves, burgiars, pickpockets, counter- feiters, or forgers. A person within either of these descriptions may be arrested in either of | two modes. First, by warrant issued by a police | magistrate or justice of the peace, upon com- plaint on oath or affirmation, shewing that he or she is a disorderly person within the act. | Second, by any of the police authorities ‘‘at any | steamboat landing, railroad depot, church, bank institution, broker's office, place of public | amusement, auction room, store, auction sale in private residences, passenger car, hotel or | © lecta. restaurant, » OF at any other gathering of people | ‘whether few or many,” whenever known to the | officer making the arrest, to be within either Of the described classes, and if such officer has good reason to believe that such person is at the } place where found for an dniawful purpose. Jn such @ case the officer is justified in making, | and it is his duty to make, the arrest and take the person before a for the examina. | tion required by the statute. | a At the review of the militia of the District yesterday the different organizations showed | themselves fully up to military requirements | in the matter of soldierly bearing, excellent | marching, accuracy and promptness in exe- cuting the various evolutions, and neatness of uniform. It struck some who were present, however, that most of the organizations are too | small, many of them being far below the min- | imum im numbers, and that the companies | should be so consolidated that each company would have the requisite number of men. The plan of consolidation is generally distasteful to many officers, for the reason that in consum- mating it some of them must necessarily be | thrown out. In this case, however, we don't | see why the plan should meet with much op- | position, in view of the desirable resuits to be | obtained. It would be no disgrace, but rather | S credit tothe displaced officers to exchange their straps for stripes, or to even be content With the position or + high private im the rear | rank.” ——— ‘The negro minstrels will have to cease warb- | it ling the ditty, “©, it’s nice to be a father,’ the mania for parricide continues.
