UT OG Fe EVENING STAR, _| 7mancas. ae commmncnas. France and the New President. Marshal McMahon, the new President of France, elevated by a combination of the Le- gitimists, Orieanists, and Bonapartists in the ational Assembly, is more of a soldier thana | Statesman. His'whole life from his youth has been spent in the military service of that coun- try, im which service he has frequently distin- guuhed himself, not lees by bis skill than by} 5 sant service In Algeria, and in the siege of Aut- | his personal heroism. As a soldier he dic gal- werp, 'n the war for the libcration of Belgium. In the Crimean war *« distinguished himself at the storming of the Malakoff, and also in the sanguinary Italian battles of Magenta and So ferine, the former of which yielded him the title of Duke of Magenta. The personal friend and favorite general of Napoleon Iil., and a suc- cessful soldier, brilliant achievements were ex- pected of him in the Frauce-Prassian war. Eat he, like the other French leaders, went down before the superior forces of the German Em- pire, and his defeat at Woerth and subsequent surrender at Sedan, the Waterloo of bis impe- rial master, Napoleon I11., were mainly due to the demoralization which had long existed in the ranks of his army, and to a lack of ability on the part of the commanding general—Pa- Likao. As we have stated, McMahon bas never ‘ig- nred axa politician, bat imallof the changes which have befallen France he has accepted the dominant regime and obeyed orders like « soldier. On account of his personal friendship + mixed, eau whites sles. be for the late Emperor he was looked upon with | suspicion after the downfall of Napoleon, an’ for his services in the war against the commu nist insurgents of Paris be of course became | unpopular with the latter, but as an offset won the adwiration of the conservatives. The op- Position doubtless fixed upon him as the sue- cessor of M. Thiers because, on account of his | south Atlantic states, a Conservatism in politics, he was the only man ' on whom the anti-republican members of the | National Assembly could unite. His natural timidity as a politician is shown in his address | to the Assemb!y, in which he promises to im- plieitly obey their instructions. The tendency of the new government is, how- ever, scen more in the new cabinet appoint- ments than in the election of a president. The Duke de Broglie, who heads the ministry, is Known to be a rampant Bonapartist, while Pierre Magne and General De Cissey are also said to be strong menarchists. It 1s @ifficult tesee the final phase of the tran- ition state through which France is now pass- Ing. The republican element in Paris is just now too strong to justify the dominant party in any open movement looking to the reestablish- iment of a monarchy, but that the latter form of government is their ultimate object there is good reason to believe. The strong republican miperity, headed by the aged but belligerent ‘Thiers, who has taken his scat in the asembly as their leader, still constitute a strong element in that body, and are eagerly watching every hew move of the majerity. If the latter are Wise, they will not seck to make any radical change im the policy of the government at pres- ext. An attempt to do so under existing cir- Cumetances would undoubtedly add ong more to the long list of bloody French revolutious. —+20e- ‘The new code of laws for this District has had one reading in the House of Delegates, which consumed one day’s time. Two more readin ngs are required. Two working days at least have | been passed over by the House since the fist Feading on which no sessions were held. The code might therefore have passed its inird read- | ing by thie time without interfering with othe: Business. That this bas not bees done looks as it @ majority of the members favored the Propo. | sition to refer the code to the jud’ ciary commit- | tees of the two Houses, and to request the Gov- €rnor to call an exira session some time in the fall to receive their report and act on it. The committees are to sit in the meantim: and hear Suggestions of s commission of lawyers—proba- | bly made up of those whose practice is not so | Jarge as to require their whole attention, Let | F us eee what ts the history of the work nm which these committees and these legal lights are to sit in judgment. ‘The code was carefully prepared by the com. | qnissioners— Mesers. Fisher, Caperton, Phillips, | Ingersoll and Massey. It was amended and ‘spproved by the Court in General Term—all the justices—who invited and availed them- | Selves Of suggestions from a committee of the Bar association, composed of such lawyers as Messrs. W. D. Davidge, A. G. Riddle, Waiter S. | Cox, L. G. Hine. W. B. Webb, Enoch Totten, | ' dar dues two dollars per month. 0. borrow ‘and Nathaniel Wilson. In expressing the opin- | Jon that the thorough work of these judges and | lawyers cannot be much improved upon by our | legvlators—appointed and elected. disclaim any intention of detracting from the reputation | @f the latter for legal ability or acnteness. If they think they can improve the code, they have Plenty of time of tis sessivn to consider and act Epon any preposed amendments, if there is the @isposition to do so. It no such disposition is Iuanifested they will give color to the suspicion already whispered about among some of their constituents, that with all the talk of retrench- ment aud reform, some of the members—de- Darred vy the act of Congress from any back- Pay grab—are laying their plans for a small haul through the convenient excuse of a called Bession. Queer patriots, these country editors. A lot Of them assembled in convention in Ohio the Other day adopted a resolution calling for a Rtaduated postage law for newspapers,—that is, One rate within the county where a paper is Published; another within the Congressional istrict, and outside of the county; still another for all portions of the state, outsile of the dis- trict; and a fourth for ali parts of the country Outside of the state,—the rate to be mercased ‘Sccording to the increased distance in each case. ‘be only logical reason that can possibly be given for this plan is that the cost of carrying is greater for a long distance than for a short one, and this rule is as applicable to letters as to wewspapers. There are, morcover, just as good Brouuds for a graduated rate in one case as the wther, and the public is just as much interested 4n one as the other. But, curiously enough, the | Convention didn’t seem to think of f letters, ss The New “York World thinks the Ie local option Tule is a poor one if it won't work both ways, and ‘oat it isonly fair that in places where wine 7 ‘bbers pol! the larger vote they sbould be em- J owered to force the teetotal minority to take a uk.
