The theory of the bill is under- stood to be in the main that the Congressional grants to the Pacitic railroad company, were upon the trust that the property should be man- aged for the benefit of the security of the Uni- ted States on account of the government bonds and the interest which the United States pay on them, and that the managers of the company have’ not performed the trust, but lave distributedpiarge amountsof assets among them- selves and for their private benefit.
