_EVENING STAR. Largest Circulation in the District Reading Matter on Every Page WASHIN GTON CIty: FRIDAY reh 2S, 1873. There is no instance on record of a well-sus- tainca system of judicious advertising failing of The advertiser should seicct a paper of standing and general circulation like Tur Star, and then go ahead systematically and persistently to inform the public, through fresh, crisp advertisements, rene wed daily. of the extent and quality of his wares, and his ability to supply them on favprable t-rms. The case of Oren, The Clroniely answers Tae STAR thus: n the O’Brien case it was alleged that evi- dence was presented to the President which convinced bim that this criminal was not guilty of murder in the first degree, as described in the statute, but in the second degree; that the pe for murder in the second degree was deelarcd by law to be imprisonment, and not death; that the President, being so satisfied, Was compelled under bis oath, asa conscientions officer, to commute the penalty pronouneed by the court to imprisonment, in conformity to law The criminal lawyers of the District will be glad to hear that there is such a “statute.” Hitherto the courts and the bar have Iabored under the impression that the old common law, as defined by Coke and Blackstone, is the only rule of action as tohomicide. That defines mur- Ger to be the kilingof a human being in the ace of the state, with malice aforethought, xpress or implicd. The punishment of this crime is death. Will the half dozen talented Editors of the Chronicle te us what act of Con- gress or of the District of Columbia creates “murder in the second degree Or, bow the “« President under his oath” could be bound by & statute which has no existence? If the law. icers of the government have thus deceived ¢ President, it is @ serious matter. If the President has not been thus deceived, he should pray to be spared {rom the friends who put reasons in his mouth which might have been a geod excuse for Governor Dix, where there is such a distinction laid; but which would be a plea of ignorance in the District of Columbia, where there is an absence-of such a law. There | isno law in this District which pumshes murder with imprisonment for life or any less term. Should the threats of the half dozen railroads centering in New York, to take the postal cars off their respective lincs on the Ist proximo, ba carried out, the mails will probably be trans- ported as freight, at least temporarily. Should this be done the greatest inconvenience wil) be experienced in every city and town north and east of Washington; and by the time Congress meets in December, next. the people (for every person who sends or a letter is directly interested in the matter) will be in a proper frame of mind to demand in unmistakeable terms of the law-making power a speedy and effectual remedy for the evils complained of. When it isremembered that a force of postal clerks is employed in every mail car to assort the letters and place them in the proper pouches for delivery at diferent stations along the route, and that the New York mail is assorted on the, cars and the pouebes ready,on the arrival of* the train, for delivery to the different sections of the city, the value of the postal car service will be appreciated. Should the postal cars be taken of the distribution of the contents of the mail peaeine will be materially delayed, es- w York city. The great question hat are we going z to do > about iw we hoped. Brother Harlan is not re- sponsible for the selected smut that occasional- ly gets into his paper. He explains that from the size of the Caronicle it is impossible for him | to supervise everything that goes in, or to edit it as carefully as Tue Star is edited. He is oblige: to employ halfa dozen assistant shovel- | ers to supply matter, and these men, cither | from limited ability, heedlessness, or lax Principles, sometimes dump in sensual muck, such as he abhors. This explanation is very satisfactory, so far as Brother Harlan is con. | cerned, but he should really exercise more con- trol over his corps of shove'ers. Aud he should Bot allow them te impose upon him the belief | thatthe improper item about the Illinois post. | mistress was an “innocent” one. We cannot soil the columns of a family paper like Taz STAR by quoting it, but we ask Brother H. to | read the objectionable matter as it appeared in | the Chronicle yesterday. We know how repul- sive the task will be to him, but it isa duty. He | Will see that it is anything but innocent. —_____see—_ Gen. Sherman is authority for saying that the | army is in excellent condition at the present time as regards its moral. The commissary and quartermaster’s departments are in good working order, and the soldiers being well sup- plied with rations and clothing, there are but | few desertions. A few years since desertions were alarmingly frequent. So chronic had | grown this evil that at one time as many as half | & company would desert while engaged in a | campaign against hostile Indians, preferring torun the risk of being massacred by the sav- ages rather than remain in the service. This state of affairs, it is said, was mainly owing to | the dissatisfaction existing among the men be- cause Congress had virtually repudiated its agreement with them when they enlisted by Cutting down their pay. All the regiments are | now nearly full, and aggregate about 29,300 men; but 200 less than the total number allowed by law. ———_+ ore —___ The exceeding liberality of Congressmen to themselves is m singular contrast with their parsimonious increase of the compensation of certain bureau officers whose salaries were in- creased at the late session. The Congressional salaries were increased from $5,000 to $7,500, and to date back two years. Certain bureau ofi- cers’ salaries were increased by the same act | from $5,000 to $4,000, but not to take effect until the ist of July next. Now, the question | arises, if bureau officers can reside here all the | year and support their families decently on $5,000 or $4,000, could not Congressmen support theirs on $5,000, when they live here but five months in the year? To say the least of it, sireir action was inconsistent, and explodes the plea, put forth in justification of their own in- crease, of ‘‘necessity, and in order that they | might support their families decently.” ee it is a little curious, in view of the ery of | fraud” in the anti-administration newspapers throughout the country last October when it Was announeed that Gen. Hartranft had been | elected governor of Pennsylvania, that the first | official investigation of that election shonid reveal frauds to defeat and not elect the repub- ican candidates. This turns out to have been the case in Luzerne county, where the dete Fepublican ca! tested the seats have been elected, on account of alleged ‘“re- peating.” A telegram from Harrisburg says that the committee having the matter in charge were in consultation Tuesday, and it is reported that the sitting members, democrats, will all be thrown out, and consejuently the republican Majority in the house witt be increased by four. ———<ee-_____ Stop your palaver, Gigantic Jones of the Re- publican, and refurd that fifteen per cent. swag. “Advertising bas furnished me with s com petence.""—Ames Lawrence. With every change of season we have a change in the hygienic character of the air. In the spring it is impregnated, especially in low lying, wet dix- tricts, with mephitic vapors, which generate chills ang fever, rheumatism, indigestion, billiousness and diseases of the organs of gespiration. It is therefore particularly necessary at this time of the year to in- vigorateand regulate the system so as to enable it to repel the morbid influences to which it is more or less subjected. The stomach should be toned, the bowels freed from obstructions, the blood puritied, i the nerves braced and strengthened. This can be easily done. Hostetter’s Stomach Bitters are everywhere procurable; and in the whole range of remedies and preventives prescribed by the faculty or recommended through the press, there is not one that combines in such an emi- nent degree that efficiency and perfect harmless- ness. It is a positive antidote to malaria. Whoever takes it habitually may breathe the atmosphere of the worst fever and ague locality without danger. Damp and chilling winds make little or no impres- sion on the organization reinforced with this power- ful vegetable imvigorant, and consequently it is a ood safeguard against asthme, coughs, colds, and other pulmonary complaints, It is not recommend- ed asa remedy for this latter class of maladies, but simply as a means of strengthening the system | against the wrial conditions and changes which #0 often produce them. As a spring invigorant and alterative it will be found extremely beneficial to persons who ave peculiarly seusitive to uahealthy aimospheric influences.
