Largest Cirealation in the District Beading Matter on Every Page. ‘Ihe Campaign Against the Monepo- ‘The organized movement against the railroad monopolists is increasing rather formidably. We have already noticed the progress of the movement in the western states, and new de- velopments are being made every day. The issue is being sharply made thepe whether the monopolies are superior to the State, or amena- Ie to its laws. In Uinois the test bas been dis. tinetly made by an act of the legislature Bxing the rate of passenger fare at the maximam of three cents a mile. Under this law some of the citizens of MeLean county, traveling over the Chicago and St. Louis roud, refused to pay more than thisrate, and the company commenced suit we the legislature pledging the power of the State to resist the suits. The legislature cannot refuse to stand by its own acts; and a settle. ment of the controversy in the courts of final resort is thus ensured, Elsewhere we note the monopoly idea. In Boston, an anti-monopoly association has been formed, having for its purpose speciaily to organize an opposition to tile gigantic rattroad combinations which over- shadow all other interests, and bring them to terms that will benefit the travel and tra‘tic of the country. It is intended to extend the asso- ciation throngh the states, and so organize pop- ular insluence that it may be employed with effect in the legislatures of the states and in Congress. Evem in New Jérsey, the very lai the railroad monopolists, a general railroad it bas been passed by the Assembly allowing «ny Company to build a roa arious modes of regulating the railroad | usiness of the country in behalf of the people, «sagainst the monopolists, have been suggested, but the most direct is that brought forward by Mr. Charles Francis Adams, Jr., inan address before a committee of the Massachusetts legisla- wt of the anti- ture in behalf of the State board of railroad com- | nuissioners. Mr. Adams assumes that the State | is bound to interfere “when any branch of the business of the community isso monopolized that citizens can no longer share in or control it, aud so mismanaged that they can no ger endure it.” All other remedies ving failed, he proposes to allow the Government to control the road: trols.the Post Office. To do this it is not neces- sary that the Government should own every railroad in the country, bat only trunk lines, as in Beigiam, where the plan has worked most satisfactorily. By controlling a few leading s. the Government coukd always prevent monopoly combinations to the disadvantage of the public. Tothe objection that a government railway system implies jobbery and corruption, Mr. Adams holds that, on the contrary, it would relieve us of one of the most prolific sources of the demoralization and dishonesty which now afttict us. For instance, whatever may be said of the management of the Post Ofice, it has never engendered corruption. ‘There is some speculation in political circles as to the result of the annual election in New Hampshire of Governor, Congressmen, mem- bers of the legislature, &e., which takes place to-morrow. There are four tickets in the field, aud the respective candidates for Governor are:—E. Straw, of Manchester, republican; James A. Westen, of Manchester, demo- crat, S. K. Mason, of Bristol, liberal republican; and Dr. John Blackmer, of Sandwich, prohibi- tion. Last year the same gentlemen, with the exception of the liberal republican candidate, were voted for, and Governor Straw was chosen by a little over a thousand majority, less by five thousand than the republican strength brought cut in November at the Presidential election. Governor Straw’s majority this year will neces- sarily be smatl, as the democrats have recovered from the demoralization of the Presidential | campaign. The liberal fepublicans do not dis- play much activity, and it is not probable that they will poll over one thousand votes, whi ts not likely that the prohibition candidate will get that many. The republicans assert their | ability to reéleet Governor Straw by at least | 1,580 majority, and that the house of represent- atives will have a good working republican majority, while the senate will probably be | composed of eight republicans and four demo- crate. The chances are decide:lly in favor of the elec- tien of republican Congressmen from all three districts, although the state is now represented tarty gained partial control of the government of the state by a trade with the labor reform | | by three democrats, elected in 1571, when that | = | element. In the first district Mr. Hibbard had i # majority of two hundred and fifty-nine, bat, notwithstanding Le is backed this year by both the democrats and liberal republicans, it is believed that his competitor, William B. Small, of Newmarket, will be elected. In the second «strict Samuel N. Bell, of Manchester, was elected by a majority of eight hundred and seventy-eight, but as there were local reasons for the result, it is believed by therepablicans | that their candidate, Austin F. Pike, ot Frank- | lin, will this year be chosen. In the third dis- | trict General Griffin, of Keene, was defeated in ISt by Hosea W. Pasker, of Claremont, Mr. Parker's majority being 194. In that district a most determined and energetic fight is going on between the supporters of Griffin and Parker, both of whom have been renominated. There is seme disaffection in the republican ranks in this sistriet, but, notwithstanding, the friends of General Griffin claim that they can easily elect | him. —— A mest vigorous and deter ned effort is | being made in New York to prevent the hang- | ing of Foster, familiarly known as the ear-! hook: murderer. Among other things, an appeal has been made to the Governor by the wife of Fos- ter's victim, Mrs, Putnam, who asks for mercy, for the reason, amohg other things, that the execution of the murderer will open her sor- afresh, disgrace his own family, &c. is all wrong. If the feelings and wishes of the | relatives and friends of victims are to be taken into the secount in such cases, the execution of the laws may as well be remitted tolyneh courts, | ance committees, or other mob assemblages temporarily organized for the conviction or ac- | quittal of culprits.
