H. Sypher, a member of the House from Louisiana, whose alleged fraudulent election to Congress is to be | inquired into by the committee on elections. | Mr. Sypher asserts that the resolution for his investigation is based upon the testimony of ‘Theodore Jacques before the Senate committee | on privileges and elections. We know nothing | about Mr. Sypher’s case, bat if the sole testi- mony of the man Jacques is to be relied upon te convict him, we cannot well see why Mr. Kerr should have offered the resolation, for the un- blushing manner in which Jacques testified to bis own villainy before the Senate committee | on privileges and elections a few weeks since must have satisfied the members of that com- mittee that it would be unsafe to take steck in nuy assertions he might make, even under the solemnity of anosth. It is presumed that any other committee would come to the same con- clusion on hearing him give an account of his ceeds. The legislature of Massachusetts will doubt- | less expunge the resolution of censure passed upon Senator Sumner on account of his resolu- tion that the names of battles with fellow-citi- zens should not appear in the army register, or on the regimental colors of the United States. | ‘The two notable petitioys to that end drawn up by John G. Whittier have been generally and most influentially signed, and there seems to be | a general wish on the part of the best people in the state to have the resolution of censure | promptly rescinded, especially in view of Mr. | Sumner’s precarious health. The Boston Ad- | vertiser seems to represent the views of this class in saying that whatever may be the merits of Mr. Sumner’s proposition, it was at least a subject upon which one might be indulged the luxury of an opinion without being suspected of treason, and that “the adoption of the resolu- tion was an act of intolerance every way un- worthy of the legislature which adopted it, and of gross injustice to Mr. Sumne +oee- ‘The Boston Transcript sa: election for United States Senator never oc- curred in Massachusetts wherein it was so ab- solutely impossible to foretell the result.
