EVENING STAR. Largest Circulation in the District Beading Matter on Every Page. | WASHINGTON CITY: THURSDAY.........February 13, | ‘Tammany’s Representative. | As usual with Tammany Congressman Roose- | velt, after making one of his tirades against the District government, he reserves his speech } “tor revision,” which means that he wants to take it to New York and get somebody to doctor | his blundering figures, and put his scurrilous billingsgate into presentable English. Mr. | Roosevelt is like some other men who have mo- ney enough to buy their way into Congress, but | when there find them-«lves without the brains or | | standing to give them any weight. It isa mat- ter of profound astonishment that the great | commercial metropolis of the nation should be represented in the councils of the nation by a person of the caliber of Kobert B. Roosevelt. His term of office has been an unmitigated fail- ure. He has not originated or advocated a sin- gle measure of public utility, or said a word or done a deed to which his constituents can refer with pride or satisfaction. They do well to withdraw him peremptorily from the position he is so iacompetent to fill. He has neglected national interests and the in- terests of his copstituents to devote himself to the work of opposing District improvements and breaking down the District government purely for revenge, i. ¢., because his striker, a H person for whom he asked @ position under the | Board of Public Works, failed to eo soft | thing he expected. This striker of welt’s | threatened, as was testified to by his fellow clerks, te bring the vengeance of his patron down upon the Board of Public Works for fail- ing to comply with his wishes. He seemed to speak by the card as to the programme arranged between himseif and Roosevelt, and from that » day to this the latter has kept up his malignant and interested assaults upon the Board of Pub- lie Works. This is the secret of his virtuods crusade against the District government. ——_+—-+ee- The Cat Under the Meal. “ Publie Interest” writes to us that Senator Sawyer's bill, ostensibly providing for the ex- tension of a street railway, covertly proposes to abolish “transfers” on all our intersecting lines. This scheme, he says, has been embodied in the bill at the instance of the Washington an | Georgetown railway company with the object, | ‘if the bill passes, with this section included, of pocketing thousands by the abolition of the | transfer system; if it does not pass they equally | triumph by preventing the desired extension of the Metropolitanroad to Uniontown. “Public Interest” expresses the hope that General Chip- man is awake to the importance of this matter. Weecho the hope, and doubt not our energetic | representative in Congress will do his duty in the premises. It is scarcely to be supposed in the reach of possibility that Congress can be influenced to trespass upon the chartered rights of our citizens by abolishing the transfer system; but the railroad corporations of the country | have shown themselves so powerful in inttu- encing both state and national legislation in their behalf that a little extra vigilance is needed when they are seen hovering about the Cap pital | lobbies. ——_- +02 —___ Passes to Judges and Lezisiaters, Referring to the recent virtuous (°) action of the New Jersey legislature in regard to railroad passes, the New York Sun holds the following | foreibie views on the common practice of send- | ing free passes to judges and legislators : “We speak plainly, and it is time that plain language should be used. We trust it will not be lost om those fur | whom it is intended. The President's Trip Sonth. Apparently the tour of President Grant | through the southern states will have a good | effect, both in enabling him to see for himself | the condition of affairson the ground, and in bringing the representative people of the south into a better acquaintance with him and better knowledge of his sterling, common-sense, quali- ties. We notice that the southern people, in- cluding those whe most warmly opposed his | election and re-election, are preparing to ten- | der him the courteous hospitalities befitting | therr reputation as hosts, and his position as chief magistrate of the nation. The Richmond Dispatch, we see. suggests that it would be proper for the authorities of that city te extend to the President an invitation to take Kichmond in IMs route: and the papers aud people of other | southern cities are also moving in the matter of | giving their distinguished visitor a suitable wel- come. —-+20e- ‘The @ironicle, in its usual amiable way, and of course without a particle of malice, parades, under the head of “A Washingtonian in the Pennsylvania Courts,” the allegations, with all their legal verbiage, on one side of a land case pending. it seems, in the equity court of Phila- | * deiphia. The ‘* Washingtonian” in question is | astonished to find by the Chronici« that in some Way, nominally or otherwise, he is made a party to suit involving the ownership of the com- fortable amount of 63,600 acres of ground in West Virginia. In these days, when $10,000 mobilier tid-tits are dropping upon newspaper editors like the gentle and unstrained rain from beaven, a snug little tract of 63,000 acres woul ‘seem to be not out of the way in the shape of a plum. Nevertheless, as the land in question is fortunately , wild, and as the process of getting it seems to involve ‘* litigation,” to which eredit ise mobilier stockholders express so much aversion. « Washingtonian” thinks he will drop outof it. His thanks are due to Brother Harlan, all the same. for the good-will that prompted the pub- lication im the Chronicle. —-+ee-______ ‘The joint committee on the library, in their adverse decision against an international copy- right, were influenced to a great extent by the constitutional provision h provides that, to Promote science, exchange privileges for a limited time shall be given to authors and i ventors. Such authors as appeared before the committee elatmed an absolute right in their productions. ‘Phe committee further think that at the time the constitution was formed its teamers did not consider it incumbent on them te protect the rights of aliens. No petitions in fuvor of an international copyright have come up from the mass of those who read and buy books, #ug the large majority of publishers Nave de- elaved themselves to be against it. In the opinion of the committee, it woukl have the eriect to decrease the circulation of the higtier iandard of literary and scientific works, for it would be to the futerest of both author and pub t-her to produce small editions at large prodits Stokes, the murderer of Fisk, has, after ma- ture deliberation, determined to become insane. ‘The iwenity dodge has not worked very well of late, but itseems he has lost hope of saving his neck many other way, and for the last week he has been making experiments in paroxysmal insanjty caleulated to pave the way for some available ecrtidientes from medical “experts” that he is not a subject for the gallows, xt for treatment in an insane asylum, t be followéd im due time by other certificates of his eure and fitmess to go at large. Governor Dix is, ever, not a man likely to be hambagzed by ‘Insanity dodge, even when played by a criminal so handsome and wealthy as young Stokes. —<0e ” Newspapers published in other parts of country speak of the Point of Rocks railroad finished. “Not So fast, “po douse odd uscd Lercwives, | Brisk easterly and northerly winds | — probably lig | F.
