WASHINGTON v CITY: BATU RDAY The course of the United States with refer- ence to the struggle of the Cubans for independ- ence is coming to be looked mpon by many as Selfish and un-American. While this may be the case, it must be remembered thatour course ®> a nation in this instance has not deen an un- usual one. We have, throughout the contest, maintained cur amicable relations with Spain and our respect for international law by not recognizing the political existence of the insur- Rents, but we have done this by ignoring a deep feeling of sympathy which exists among the masses for them and their cause, and at the ex- pense of 4 universal conviction that it is our duty, either dircetly or indirectly, to interfere to bring the bloody struggle toa close, and in such @ way as to give the one million of blacks Ou the island their freedom, and to emaneipate the people generally from the thraliom of am exacting and tyrannical government. Ly- i so near our shores, and virtually o pert and parcel of America, the govern- ments of Europe stand aloof mainly from « feeling of delicacy, and refuse to mterfere on the ground that itis the peculiar province of the United States to decide when intervention becomes an absolute necessity. There is proof Of this in the expression of foreign Journals in the principal countries of Europe, many of rich express surprise at our indifference to the long and heroie struggle almost within sight of our shores. By their heroic long suffering they merit the concession of belli- gerent rights from the United States, and, these once conceded, they claim that their indepen- dence is as good as accomplished. The tone of those parts of the President's message which refer to Cuba shows that he ts not inditferent to the struggle going on in that island, and he woukl doubtless gladly couperate with Congress in any measures looking to its speedy termina- tion.
