WASHIN: STON CE CITY: ‘THURSDAY.. ‘23, 1973. “My Brother Joseph and I.” Mr. John Wilson resuming his argument yes- terday before the District committee in behalf of the Wilson-Kidwell claim to the river flats, took oceasion to assert that his character and that of his brother Joseph had been assailed by ‘Tux Stas, and he went on to speak ina highly complimentary manner of his brother Joseph and himself. He defied anybody, moreover, to jay his finger on a single corrupt act with which stockholder. Nobody charged him or his brother Jeseph,or Mr. Jotm L. Kidwell, with Waving acted eorruptly in making their little grab at the river lands. It was a sharp little business transaction, that's all. To be sure, the parties to it showed as great deal Of solicitude to keep the transaction shady at the time, but that might naturally have been from a dispesition to fully secare their olaim before adverse attention was called to it. Again, as a matter of looks it would have ap- peared better had not this secret preemption of the river front as public land, been carried through the Land office while Mr. John Wilson's brother Joseph was commissioner. Still this does not imply any corruption. If the preemp- tion was made according to law, it docs not mat- ter who was commissioner. The fact, however, that Messrs. Wilson & Kidwell have mot suc- ceeded in their later effort to get a patent for six hundred acres more of river flats above and below the Long Bridge, would indicate that the present oficers of the Land office do not construe the law as liberally as did Commissioner Wilson. ‘When, however, Messrs. Kidwell & Wilson put their preemption investment of twenty- thwee dollars in the way of a great public im- provement, they must expect to have the merits of their claim challenged. —_—__—_+see--—_____ ‘The advance in the value of property along the river front since the question of improving ovr harbor and channel has been before Con- gress is wonderful. Those recking marshes, the “Kidwell meadows,” have risen from $23 to $1,000,000 or thereabouts, and if we are to be- lieve President Gorman, of the Chesapeake and Ohio canal company. and the other honorable gentlemen who appeared before the House com- mittee ou the District in behalf of that company yesterday, even that useless, foul and unsightly diteh from Rock creek to Mth street—a rival of our filled-up Washington canal in worthlessness and fithiness—has snddenly come to be consid- ered a great artery of trade, ‘‘more valuable than all the rest of the eanal from George- town te Cumberland,” essential not only to the prosperity of the canal company, but to the future of the coal trade of Maryland! Who would have thought it? Here the build- ers, millers, merchants aml other business men of Washington have had, for yearspast, either to land in Georgetown their coal, their building stone, cement, grain and country produce which came down the canal, and haut it to this city at great expense, or have the boats locked out into the river at Rock creek, towed down to Gies- boro aud back again up the Washington chan- nel—a detoar of eight or ten miles—when here was this valuable mile-long canal, which would have saved all the wasted time and money, en- riehed our people and the canal company, and developed the coal trade, allowed to lie idle, When the company, by expending a few dollars annually in dredging the Rock creek basin, might have made ft available. Sometimes— often in fact—when the basin was a little worse than usual, or its lock-gate into the river out of repair, boats had to come to Washington from Georgetown by way of Alexandria! In vain were all the protests of our business men, in Yain their petitions to the canal company, and in vain numerous artieles in this paper calling attention to the matter, ard pleading with the canal company w save our people this great expense. Judge Merrick says this property—the cana from Ith street to Kock cre ek—“is eseential to the development of the coal trade of Maryland.” Will the committee request him to explain how it is essential to the coal trade, when the fact is that ten tons of coal have not passed through it im as many years. “We must,” said President “get our coal boats from the canal into the Potomac.” What has that got to do with it It he must get them inte the Potomac he knows they need not go to Irth street. Why not spend afew dollars to dredge Rock creek, and put the lock at its mouth in order. Shippers have been subjected to great loss and inconvenience for years past, because this has not been done. Or, better still, why not build an outlet lock into the Potomac above Georgetown, where it ought tobe. He will not then have to go througha basin foolishly located at the mouth of a running stream, which fills up as fast as they could dredge it out, if they dredged it out at all. But, be says, they want the river front from Bock creek to Mth street. What good is it to them or anybody else unless the harbor is im- proved, when vessels cannot get withina mile Or two of it? To use a slangy expression—but it scems to fit this case exactiy—Presideut Gor- man’s statements are too thin. Again, he says the caual to 7th street has never been used be- cause the basia filled up. Correct; but why let the basin fll up? Beeause, he says, they had to depend on the good faith of Washington to keep up the connection. But if the route to 7th street was so essential, why did the canal com- pany depend on Washington to dredge the basin and keep up the connection? So he mentioned the trouble about change of grades in Georgetown. That city was willing at any time to have the low stone bridges over the lecks, whieh interfered with the passage of the largest class ef coal boats only, replaced with iron structures, which would have necessitated but a slight ehange of grade; but the fact is, the canal company not only wanted George- town to give the requisite permission, but to buili the bridges. And so it bas been with that company throughout: We coukl give many illustrations of the very Accommotating spirit of this company to the millers of Geergetown and others of our busi- ness men who contributed largely to their re- ceipts if it was pertinent tothe matter in hand and we had the space. We merely desire at this time, however, to expose the shallow pretence that the canal from Rock creek to 7th street is essential to che prosperity of the canal company, the coal trade, or the state of Maryland, when President Gorman knows, and we all know, that ithe project fur improvement ef our har- bor should not be carried out, that valuable pleceet property wouki continue to be the nui- sanee in the future that it has been in the past, anunnavigable receptacle for filth, affording o accomodation to the people of Washington and no revente to the canal company. <<so= Oakes Ames has recovered his memory with a vengeance. ————— eee (rarely Se NeaeaaS OF FRE GRICREo.
