Reading Matter on Every Page. WASHINGTON CITY: ore -January 21, ‘TUESDAY. Shall the Harbor be Improved? ‘The need of improving the river front and harbor, and reclaiming the malarious marshes opposite the city, has been long felt, aud va- rious desultory projects thereto have been started, and died out without results. The Dis- trtet Government, with the robust energy that has characterized their mode of grappling with evils needing remedy, have now taken hold of the matter im earnest, and it is to be hoped that her through government assistance, or the petations of puivate enterprise, the two desired b jects, £ ‘st-class harbor for the District cities, and the reelamation of the fever-lair marshes, may be accomplished. There are two bills now befure the House Dis- t commitiee for this purpose. One bill pro- reses that the bnprovement shall be dove by the proceeds of the sales of lands imal to go first t> reimburse the United nd afterwards for the benefit of the um! The secoml bill proposes (hat tho work shall be done by a private pany. ‘The general p ¢ improvement is the same in both bills, being ‘substantiaily im ace «nce with the piaus proposed by the boant of orvey created by the act of Congress approved H72." The main feature of this closing of the present channel of the cTiver between Easby’s Point and the line of the Anacosi'a cham the filling of the flats between the main channel and the rortl ~hore of the river; ard the excavation, to the lepth of twenty-ihree feet at mean low water of sid main channel between the above points. The House District Committee met yesterday to consider these bills, ard there was a general tally of opposing interests to show the comum'.- tee why the harbor improvement shoald not b> jertaken. Among the interests thus repr sented were the Aqueduct Br'dge Company; the Kidwell John Wilson Jo. Wilson ‘‘meadow” land party; the Chesapeake and Ohio Canal Company; the owners, or those cla:ming to own, present wharf sites, &c., &c. The two first in- terests were heard yesterday, and the hearing “ascontinued. The pretensions set up by these two interests are curious, and worthy of note as Hustrat'ng the sort of obstactes met all the way through in carrying out any important plan of improvement here. They are both specalative concerns of the credit mob: the first-named—the Aqueduct Bridge Com- pany—is an off-sheot of the credit mobiiler, the principal operators in it beirg the very Oskes Ames McComb who are now snarling at spois. Ames got the bill through Congres giving his bridge company the re- markable charter by wh‘ch it took possess.on of the and was permitted to charge the e lls which the Virginia farmers have found so oppressive. Ames, it was, too, who suceceded in defeating an appropriaion jer that all the travel and produce Hed to goover his Aqueduct idee. and pay exorbitant tolls. Messrs. Ate und MeComb were not present yesterday, having other credit mobilier interests to look } after in another committee room, but the Aque- duct beidge company was represented Wehalf by ex-Governor Wells, of Virgin Mr. W. Messrs. Wilson, Kidwell, and H. H. Wells, therefore strike bands with Messrs. Ames, Mc- Comb, ex-Gov. The judge, however, seems to be excessively good-natured, and lets them have pretty much their own way.
