But however innocent members may have been of improper motives in their credit mobilier dealings it is pretty cer- tain that they won't do so any more. This big scare wil! have a wonderful effect in deterring members of standing from touching, tasting, or handling any of the seductive compounds of- fered by the Oakes Ames stripe of lobbyists even when presented in the guise of legitimate business transactions. In this way the unplea- sant credit mobilier scandal may work out good results. Itis the greatest blow to lobby infla- enee that has yet been dealt ; and probably only such a sharp leseom would have xerved toremind Congressmen ef the danger of even friendly contact with men who deal in pitch like the wal the Alley’s. As for Ames there can sestion as to the disposition that should be made of him by the House. He should be tumbled out by the neck and heels as fast as the able-bodied sergeant-at-arms can perform the jo. —+20e- A committee of the Virginia state senate, re- centiy appointed to confer with ex-Governor Woe in regard te state of national insurance, have reported @ Bill to establish «The Insur- ance Bureau of the State of Virginia.” The bill provides for a central or home office in Kichmond, and branch offices ineach senatorial district. The business of the bureau will be to insure lives and property within the state, ac- cording to schedules to be prepared by the board. ‘The commonwealth of Virginia is to be the sole stockholder in, and enjoy the profits of the busi- hess; and the general assembly shall at’ each session make an appropriation sufficient to meet and secure the prompt payment of all losses, the apprepriation to be made first out of the profits of the bureau, It is provided that no private or pubtie corporation, in or out of the state, other than the state bureau, shall hereafter negotiate ® policy of insurance in any form on life and property In the state. The lieutenant governor © made president of the bureau, and a citizen insuring shall be credited with the amonnt of his poll tax and twenty-five perjcent.of the tax on his real estate in payment of premiums.
