It is to be regretied that Congress took Suny notice of the matter. It is desirable that these ceremonies should be on a handsome seale, and creditable to the city, but it dues not seem to be right that the people should be taxed without their consent for the purpose. In our opinion the Legislatare should not be called upon to make this appropriation. ‘The fatal facility with which, under the impulse of the moment, sums beyond the capacity of tax-payers here to well bear, can be voted away was demonstrated by the vote of one hundred thousand dollars to Chicago, at the time of the fire, when one-quarter that sum would have been, on the ratio of comparative wealth, greatly beyond the proportion Washington should have Contributed in comparison with what was given by other cities. We have no doubt that a sum Svfficicut to make the inauguration celebration entirely creditable to uscan be raised by sub- Scription, and very largely from the class who are directly interested iu having a large number ©f visitors drawn here—the hotel keepers and business men generally. At any rate, we are very clear that the money should not come from Distri the District Treasury. It isto be regretted that Mr. Corcoran’s mu- Rificent gift to the city—the Corcoran Art Gal- lery—is not yet open to the public. We under- ptand that the building, corner of Pennsylvania aftnn, and Ith street, has been in readiness for some time past, and that all the works of art, formerly at Mr. Corcoran’s residence, have been deposited in it. As Mr. Corcoran deeded the gallery to a board of trustees, he claims that he bas nothing further to do with it, and that the trustees have sole charge of the matter. It was intended to call a meeting of the trustees some weeks ago, to arrange for the opening and dedi- eation of the gallery, but for some reason it was not done. Appreciating the gift as highly as our cit’ cnsdo, they are anxious that the gallery should be thrown open to the public as sven as it can be done conveniently. ————— ‘The Virginia Sentinel, published in Atexan- dria, pronounces the chain-gang system a fraud and a nuisance.
