Largest Circalation in the District Reading Matter on Every Page. ~ WASHINGTON CITY: _ THURSDAY..........Jamuary 2, 1873. & Minimum of Headaches. and satisfactory an observance of New Year's day as on yesterday, notwithstand- ing the large number of citizens “receiving,” and the large number of calis made. This Agreeabic and noteworthy change is due, no doubt, to the fact that wines and liquors were tabooed at a large number of the best tables in ‘Washington; and that, where used, they were kept in the back ground, while the post of honor and attraction was given to coffee, chocolate and other drinks ‘-that cheer but inebriate not.” ‘When liberal hosts of the prominence of Gov- ernor Cooke, A. R. Shepherd, Marshall Brown, @x-Mayor Wallach, ex-Mayor Emory, and-very many others of like standing, banish intoxica- ting drinks trom their reception tables as on yesterday, it isa pretty sure indication that a better fashion is to take the place of the maud- hin tipsy observance of the day which in the past bas been carried to such an offensive and Gisgusting extent that at one time for some Years leading citizens were compelled to close their doors on New Year's day, to keep out the boozy crowd. Probabiy in the history of the city there never were #0 few headaches the day after New Year's as on this 24 of January, 1873. ——___-<ee- @ur Public Schools. The Board of School Trustees and Superin- tendent Wileon in their last annval reports (abstracts of which appeared in Taz Stag of yesterday) coincide in their views relative to the desirability of a high school for pupils of the public schools who have completed the ordinary course of instruction. The trustees in their re- port say: “Allour efforts at further deyelop- system here, as in other cities, is rounded out and perfected by such an institution.” Super- intendent Wilson recommends that the ‘fund to endow public schools,” which, with the inter. est, now amounts to $*() 000, be used to purchase ie | a site and erect a building for this school. Our | city has made wonderful progress in the way of school buildings and educational facilities generally, within the past ten years, but there is yet room for still further improve- ment. There is no good reason, as the superin- tendent says, why our public schools should not keep pace with the progress of the cupital in | other respects; why, in fact, they should not | evenou.strip, in point of excellence, those of any other city in the union. There is no valid Feason either why Congress should not aid education in the District ef Columbia, as it has aided it in the territories. Mr. Wilson does not believe in the common notion that young and inexperienced teachers should be selected as teachers in primary schools, and regrets that the scale of salaries is frequently arranged to conform to that idea. He thinks it far preferable to place in charge | Ofsuch schools teachers of well-known ability and experience, and let the inexperienced be employed in the second grade. This plan has been tried and works very satisfactorily. In regard to the relative efficiency of male and female teachers, he says: “ We have, thus far im our experience, found female teachers to be quite as competent a= male teachers, and, in some respects, better adapted to the work of teaching.” The recommendation that all the school Boards (four in number) in the Distriet work under some general svstem is worthy of consid- eration, since, as he says, three of boards are not clothed with sufficient powers to enable them to manage school affairs with the highest | Of efficiency, and the amount of school | now depends entirely upon the whim or caprice of the District Legislature. This change | he believes would insure greater economy in the expenditures, a higher degree of efficiency | in the management of the schools, and more Fapid progress in developing them. ‘The reports in question, while they form a very gratifying exhibit of the condition of our public schools, show that those directiy charged ‘with their care are not presumptuous enough to believe that they have reached absolute perfec- tion, and that they are desirous of institating any improvements which will place Washing- tom in advance of, or at least on a par with, any other city in the world in respect to facilities F popular education. For the earnest zeal vhave manifested, and for the gratifying ‘eof .neir labors in behalf of the public ols, the Board of Trustees and the Super- sndent merit the warmest recognition ef the -mmunity. —— Tbe Nation gives an explanation of what is | known as the “November Atmospheric Wave,” or the sudden annual change which we call the | “cold snap.” The change itself is the transfer Of cold descending air from the oceans to the continents; its cause is the change in the posi- tion of the greatest relative heat. The sudden- | ness of the change is explained as follows: De- Scending air is constantly increasing in capacity | for moisture, which causes a steady disappear- ance of the clouds, renders haze impossible, and thus uncovers the surface to unrestraiged radi- ation into space and night, and the reverse is true of ascending air. The proximate cause of every sudden fall of temperature is said by the fame authority to be the advent of a group of #pots upon the son’s disc. So it would seem the great wave is rather out of the jurisdiction of Myer. But weathér it is or no, he seems to have made up his mind to let it wave. —— Kis a , pleasant thing to say, ande especially when the facts warrant saying it, that there was but very little drunkenness in Washington yesterday. All the Bacchanals seemed to have turned Jonadabs, and “‘ schwore off” for the Cecasion. In fact, there are many persons who made the tour of the city, and who assert that ‘they did not see a single person hugging a lamp- past, combing bis hair with a foot-scraper, or shaking bands with a pump handle. We are forced to confess that the spectacle of such so- briety on New Year's day was something unu- sual for Washington, and we are glad to note the evidence of a desirable change in the ob- servance of the occasion. +202: ‘The new year opens auspiciouely for our neighboring city of Alexandria, according to the Gazette, which says the credit of thecity has been placed upon a firmer basis than it has oc- eupied for many years; there is a certainty that for the first time in the history of the town the taxes, instead of increasing, as has b2en cus- tomary for years past, will be reduced at least twenty-five per cent.; that the prospect for the addition of a number of manufactories to the | town is good; and that they look for a consider- ‘able increase in the coal trade, as well as in other branches of business.
