True, we have the library of Congress, with about 250,008 volumes, but that is purely a national ins'itution and cannot be fully utilized by the peo; since, with a few exceptions, no one is allowed to take away books for perusal at home. Most of the depsrt- ments of the government have small libraries attached, but they are valucleas except to de- partment employes, and the only public co:- lection the District possesses is the Waahing:on city library in the building of the Young Men's Christian Association, which contains 12,500 volames.
