A difference of opinion exists between the Secretary of War onone side and the account- ing officers of the Treasury on the other, in re- gard to the construction of the eight-hour acts passed by Congress. ‘The first act passed by that body was approved June 25, 1868, and pro- vided that eight hours should constitute a day’s work for *‘ali laborers, workmen and mecban- ics” employed by the government. The spirit of this act was Feet violated in many in- es hes ree oe of the Pa jee em- ployes, (the law failing to specify that wages sbould not be reduced.) and on the sth of May !ast Congress passed an additional actthat “the proper accounting officers shall settle with apd pay such laborers, workmen and mechanies without reduction of pay on ac- count of the reduction of the bours of labo. between the 25th of June, 1868, and the 19.h May, 1869." The First and Second Controllers of the Treasury, when officially consulted with regard to the proper interpretation of the act, a literal view of the matter and decided that the law for reimbursing government em- ployes between the dates mentioned applied on!: to persons employed in physical labor and not to superintendents, clerks, policemen, watch. men, &c.; that in fact the act could not i~ bly be construed to mean anything but just what it says, viz., “laborers, workmen and mechanics.” Secretary Belknap was inclined to believe that this construction was scarcely in keeping with the spirit of the act, and folicited an opinion on the sub- ject from acting Attorney General Hill. ‘his opinion was given on the 2ith of October Jas" and sustained the view taken by the Secre- tary of War that superintendents, clerks, policemen, &c., are entitled to reimbursement on account of the reduction of their pay under the act of Gon, » approved June 25, 1863.
