uv _EVENING STAR. _ CROSBY 8. NOYES... Editor. Largest Cireulation in the Distriet “Beading Matter on Every Page. WASHINGTON CITY: FRIDAY.... jovember 29, 1872. ‘There is something orth y of attention in the suggestion of Prof. Thomas Hill, of Waitham, Mass., concerning the most efficient mode of quenching fires, especi cities. This is, that the tendency of firemen is to play on the fire from the top instead of at the bottom. Numerous scaling ladders are brovgbt to the spot, and an immense amount of force is wasted to drive the water | up through the hose to where it can play on the fire from the least effective point. The | tendency of fire to go upward is irresisti- bie, and fire in the top of a building can never be put out so long as the heat and flames are | coming up from below. To spread a fire rapidiy it must be lighted from the bottom, and so to quench a fire rapidly it must be put out at the bottom. With the present apparatus of our fire depar! ments it will not be always practica- bie to carry out Prof. Hill's suggestions. The Proper course would seem to be to provide so: Means of boring through brick and stone wai speedily and at any desirable point. Tt ts w -thy of note that after the 11th of December France will only bave one and a half millions of francs to pay before the war indem- nity will be complete, and that that money will be speed:!y forthcoming. Whenseven hundred millions of dollars: have been so easily raised, there is not likely to be much difficulty in pay- dng the other three hundred. Sach extraordi- ary promptnese in paying has made the French. bonds wonderfully good in European markets, and they are at present only four or five per cent. below those of the United States. The vlarmists now profess to see In this state of things the sign that France is getting ready for another contest with Germany, bat in fact France is bound over to keep the peace for ‘some years by the wery fact that she has bor- rowed the money to psy off her indebtedness to Germany. The bondholders are ail bondsmen for the quiet bebavior of France. ———__ -+ee- It will be remembered that Congress at the ‘last session made an appropriation for a survey to ascertain whether it is practicable to con- struct a continvous water line through the Vir- jinias to connect the waters of the Mississippt valley with the Chesapeake Bay. The engi- beers employed for that purpose have shown that such a line is practicable, and we see that a@ resolution bas been introduced in the legis: tare of West Virginia agreeing on the part of that state to transfer all her rights and fran- chises in the Kanawha River Improvement, and in the James River and Kanawha canal, to the | Upon the condition that the | United States, Iatter will undertake and complete the construction ef a good and substantial throuzh Water line, in & reasonable time, ag a national Work and at (he national expense. “ Barkis is if the United States is. romicle expresses the hope that the willin” sum voted for the Chicago relief fand to be placed to the credit of the District tres The ruth is that the sum ($100,029) proposed to be contributed by this District for the Chicago sufferers was enormously beyond the ability oy the community to stoulder; and it is doubtfal if the legislature had authority to vote away hat sum tn the manner It was done, though of course the motive prompting the action was 0; the best. The Chicago papers condemn in very Pointed terms the course of the committee in deman, this balance now that the occasion Las passe: for ite use. es If Mr. Greeley has any wounded teelings over | the result of the Presidential election, he ought | to find a solace for them in the fact that though the American people were not disposed to dis- card deep-seated convictions in order to place him (in the Presidential chair, they spontan- eously, on the news of his illness, express their Appreciation of his henesty, ability and wide usefulness. It is sincerely to be hoped that his life may de spared for further services to the country he loves so well, but whether he dies now or many years hence, his place in history is an assured one, by the side of Franklin, aga representative American. An apt Utustration bow overmach scholarship may serve to weaken the force of language is shown in the description by Mr. Sumner of the rescue of the crew of the steamer Assyria as com- pared with ‘Mark Twain's” narrative of the fimilar rescue of the crew of the Charles Wood- ‘The latter is. most graphic and stirring de- fcription, though given quietly and in plain, unpretending language, while Mr. Samner’s is weakene:! by finer words and the use of Latin phrases like disjecta membra to describe the Breaking ci Of the ship. The Springtield Republican remarks that while it's undoubtedly one of the inalienable rights of the ebild of natare and of freedom to make a fool of himself, it is sorry to see the editor of the Memphis 4p)ai abusing this right to the extent of seriously advising Tennessee planters hegroce sho voted for Grant. A number of prominent citizens have been requested by Governor Cooke to meet at the Legislative Hall to-morrow afternoon, at 4 ’clock, to make arrangements for the ap- Proaching tnauguration ceremonies. For the fire’ time in the history of the country our col- cred citizens have been invited very properly to take part in these ceremonies.
