The speeches made at the large and infinen- tially attended meeting at Lincoln Ha", last night, cannot fail to impress thoughtful, fair- minded citizens of all classes, because they were addressed to thei~ intelligence and reason, and presented In theit calm, irresistable array of figures and facts @ most convincing answer to the windy declamation and false or grosly ex- statements of the enem'es of improve- ment. For instance, in reply to the wild alle- gations of the injunctionists as to the cost of the improvements in progcess and the frightful amornt of indebiedness incurred, we have it stated, on an authoricy no one will discredit that of Governor Cooke—that “the current ex- penditures of the District government proper are strictly confined to the limits fixed by the appropriations made by the legislature for the current year, and that in making these appro- priations that body kept scrupulously within the estimates of taxes received. These estimates, it is now demonstrated, w.ll be fully realized, and that, teo, without a single penny’s increase in the ratio or per centage of te<ation.” In the same direction we have the data prc sented by Mr. Shepherd, Vice President o* the Boardot Pa Works, showing (rom indispata- ble figures that the expenditures of the board from July 1, 1571, to September 3, 1872, had been but 473, instead of the enormous amount, varying from twenty to ninety millions, so industriously reported by the croakers. From Mr. Shepherd’s statement it appears that the total resources of the board, from various sources named, aggregat? $8,0°!,000, and that the aggregate liabilities of the board to Septem- ber 50, 1572, are $0,374,837, leaving a balance in favor of the board of $1,679,163; which is pretty well for a“‘bankrupt government.” The state- ment of the vast amount of work execatod by the board also serves to show, by comparison, how much hes been performed for aless sam than was {vittered away without appreciable Tesults in less than half a dozen years of mani- cipal rule previous ts the accession of the new District government. The data and figures furnished by Register John F. Cook are also equally conclusive in their way as showing the groundless natare of the croakings of the injunctionists, and that the financial credit of the District has been rising steadily as illustrated by instances cited of the increase in the value of the funded indebtedness of the Dis; ciet. ‘These facts and many others presented by the various speakers, and sustained by exact figures, were most satisfactory as showing that the vast improvements going on are being executed carefully and economically, and within the re- sources of the District government. It is too much, perhaps, to expect that consti- tutiova! croakers and heated partisans will be Wholly silenced by even the convincing exposi- tion of last night; but their senseless growlings, exaggera:ors, and m'<statements can hardly find resporsive ears in banc ature. It sounds odd to hear t the New York Tribune, under the exigencies of Greeley democratic or- gaurhip, peaking of the election riots in Geor- gia, which resulted in the lo-s of a number of lives, asthe slight rioting which occurred in one or two places,” and also of the ‘‘negroes a3 the principal aggressors.”” It also seems odd to find the Tribune, ones so auch appreciated by politicians of all parties for its careful and even dispassionate political Gata, now filling its columns with such slop as the stories about the wholesale purchase of votes in the New England States by the admin- istration, and (in yesterday's issue) the idiotic trash from its Indianapolis correspondent that the administration proposes to carry Indiana by “swearing in the votes of clabs of young lads whose ages range fcom 17 to 20,” and by similar devices! Keally, Horace, it is to be hoped you will get the craze for Presidential office so effec- tually knocked out of your bead by the October elections that you will be able to see how this partisan buvkum is damaging the reputation of the Tritune tor political sagacity and snd reliability. A review of the amount of gold and silver Fielded in California shows that there is a slow but steady decline in the product. Namarous claims that have been worked by slaicing and the byaraulic process are exhaasted every year, and very few are opened. The prodactive au- riferous quartz mines are not increasing in number and importance, perhaps because many of the most intelligent and enterprising miners and mining engineers find a larger profit in the Nevada silver mines, which more than compen- fate, by their rising importance, for the decline in the yield of California. It is probable, how- ever, that with the diseovery of new fields, the Aggregate product of the precious metals in the United States is up to the average mark. It seems that the colored voters in Georgia were not only driven trom the polls by violence im various localities, bat were also virtuadly ex- cluded in !arge numbers throughout the state by the heavy poll-tax requirement which seems to have been designed sly for that end.
