WASHINGTON CITY: NDA Y..0000....8 eptember 23, 1872, Mr. Greeley is now tinding out how tt is him- self. The excuse for his political harangne in Cincinnati last week was what he called an “attack” on him by one of the papers of that city. This so-called attack was simply the pub- lication of the following extract from his Pitts- burg speech : “I demand that there shail be open, free dis- cussion b fore the Southern people. an hones*, unterrified, unconstrained vote. If they ap prove, if the people of the South say they want dis- union, J wall f to it Mr. Greeley did say exact!y thia, but the cause of complaint in the case consisted in not giving the whole context, which would have qualified very materially the ol:jectionable language. Now this is precisely what Mr. Greeley’s pa- per, the New York Tribune, has been doing With some old remarks of Gen. Dix, the present republican candidate for Governor of New York; and so far as we have seen it has studi- ously refused to give him the benetit of he said or wrote on the occasion referred to, or in any way to set him right before the publi The practice is not uncommon with politica’ last degree disreputable ble to the profession of journalism, and we trust it will go out of use at once and forever. A correspondent wishes us to correct, for the benefit of insurers, the widely circulated item stating that a lawyer in Chicago recovered a judgment against a fire insurance company for the loss of bis library and furniture by fire, on an expired policy, because no notice of such ex- piration was given to the insured; and also that judgment was rendered for the same reason against a life insurance company. The facts are exactiy the reverse, judgment being in favor of the insurance company. The main question was whether when the practice of the company was to give notice to a policy-holder of the fact of a premium being due, and no notice of such fact had been given, there was an im- plied contract on the part of the company to renew the policy, although the premiam had Judge Drummond (on the sec- ict for the insurance company n given on the first one, from which appealed) gave his opinion, holding was simp!y the voluntary granting of a privilege ‘a3 not bound to grant, ‘a be implied because of it; that consequently, in order Jo entitle himself to & renewal! of the policy, and to recover thereon, the plaintiff must bave paid the premium, having paid, he could not recover, and the ver- dict tor defendant must stand. — eee “How I have sympathized with Pittsbarg. | How Ib bave w ’ growth. And when you were eating clams in Rhode Island, was there any state like little Rhody ? Now you tell us that no other place on the conti nent is Cearer to you than sooty Pittsburg. Really, Horace, you are the most insincere or inconsta: t of lovers. If you go on in this hyper- bolic style, the different localities you make such ferce love to will give you the mitten— eure. +s02- The beads of the various Departments have given permission to the clerks and other em ployees tv be absent for the purpose of register- ing their names on the voting lists. Those who do not vote in the States will un- doubtedly avail themselves of the opportunity to register and vote here. There can be no ex- euse for their failure todoso. They are an in+ telligent, well-informed body of men, a desirable element of any voting population, and it is their duty to exercise the right of suffrage for the Public good. Most of them bring here ideas of Progress and development that make it the more desirable that they should co-operate in the work of raising Washington to its proper repre- sentative position as the capital of the nation.
