= EVENING STAR. CROSBY 8. NOYES......Editor. Largest Circulation in the District | “Reading Matter on Every Page. WASHINGTON CITY: SATURDAY. seee-Aucust 31, 1872. The Star By Mall. Persons leaving the city for the summer, or any portion of it, can have Taz StaR mailed to their address for such time as they desire, at the Fate of fifty cente per month. Or:jers, accom- panied by the monsy, should be sent to the busi- Sem ofice of the Paper. oo The si aughter of the Innoecats. ntion is frequently called to the mortality ren in particular seasons or par- lities, but few seem to be aware of y large percentage of infant mor- ¥ year by yea mpared with the whole Il ages. The mortality M. Toner, of th ligent labors in gather- the country, have been referred to heretofore, pre-ent some startling facts in this connection. These tables show the annual mortality in several of the States, and in a nw of our large cities, made wp from their p ed reports for the years named giving the whole number of deaths, and also the number dying under five years of age; the nam- ber dying between five and ten years; also, the number dying frem cholera intantam, with the per cent. of each class. ‘The census of the United States for 18%) showed a per centage of of deaths of ehil- dren under 5 years of age to the tetal deaths of all ages; and the per centage in the census of 460 had increased to 43.15. The mortality under 5in the great cities of the country has risen toa much higher rate, the highest being am Chicago, where it has mounted from a per centage of 23.67 in 1843 to 62.43 in 1869. In 1563 the number of deaths of children under 5 to the total deaths of ail ages stood in that city in the frightful proportion of 5,713 of the former to 5,204 of the latter, and in 1369 it had risen to 4,077 uncer 5 to 6,488 over that age. Next comes St. Louis, where, in 1871, the per centage was 51.10; the number of deaths under 5 being 3,409 to 6,670 above. Ranging about the same as St. Louis is the per centage of infaut mortality in New York. In New York city im 1869 the per centage was 51.09; the number of deaths under 5 in that year being 12,350 to 25,1 above. In that city it would appear, however, that the proportion of deaths under 5 is rather diminishing than other- wise, as during the series of years from 1535 to 1855 it had ranged from -10, while in 1866 it was but 47.73, In 186 0 and in the fright pore | meet in 1869 but 51.69. Ia the year 1311 the mortality in New York amongst the children seems to have been exceptionally large, as the per centage was 77.09; the number of deaths under 5 being 1,946 above that age. In Philadelphia, too, | little folks in the Sight for life | as the per cent- vod as high as J Wow York in infant mortality comes Battimore with its per centage, in 1269, of 49 83 under 5 years, though the proportion bas in- creased but ! neg 1S@, when it stood 43.74. Cincinnati nad a por centage of 43.73 nder 5; and Philadelphia, as above stated tha next highest percentage. In New Orleans the | ught downonly to 1857, when the | as 43.2). Provid L, seems oravle place for the little ones as = has not from 1405 to 1870, | the number of deaths under 5 was 100, to © above; a per centa, In 1592 there were S# deaths under 5, 9 1,115 above; a per sge of 49.05. Im 1808 the per centage was ber of deaths under 5 beiug 12) to ] ity statistics of Richmond presant | res, as showing that wiile the of deaths of eolored childre ¥ two to one that of the wh Le proportion ot white children dying ot eboiera infantum is nearly double the colored colored in the same year in that city. In view of the appalling proportion of infant mortality «pecially in our large cities, shown istics above referred to, Dr. Toner > ago called attention to the necessity for adopting some general measures tor cheek- ing this vast waste of infant life. We have various humane institutions, insane asylams, &c., to alleviate the sufferings and lengthen out the lives ef the wrecks of humanity, but we have literally nothing to stay the immense Waste of life of the hopeful young, full of great Promise. It is certainly better to provide for the preservation of the lives of those who will grow into usefulness, than to confine all our bemane efforts to guarding the health of the hopelessly chattered wrecks. Of course wealthy parents have it in their power to remove their ailing children to purer air, but it isan unpleasant task for a physician to say to parents, unable to meet the expense, that the life of a child satfering from cholera infantum depends on its being removed to another locality. To meet this difticalty, Dr. ‘Toner suggests the establishment of free parks t elevated points, where parents, or mothers and nurses, may camp out in the summer months in such style as suits their means or con- venience, either in tents or cheap cottages. Cities and communities shoald feel it a moral duty to aid in any measure of the kind for the preservation of infantile life. Cheap fare, or free fare, should be farnished to peor women with their sick babes, and they should be aided with rations on the ground. Philant! People no doubt would will were pointed out, in some hild im such cases is not si simply from excess of heat. tissue in the int There is no solid i is virtual s wanted is tokeep down the tempera- gh ture. Infants do not perspire as adults do; but the process of retained heat goes on with them, and they suffer accordingly. Evaporation should be encouraged; they should be sponged frequently and exposed to the air as much as ressible; and above all there should be no dan. neis next to the skin in hot weather. Many mothers really destroy all chances their ailing babes have for life by bandaging them with flannels, and sedulously keeping them out of the fresh air lest they should take cold ina draught. infants, for the reasons above explained, can hardly have too much air, ——-20e- The old tre truism that when @ person '& person begins to go down bill every one assists with @ generous but no less expediting kick, is being forcibly {l- lustrated by the pending Presidential campaign, wherein Dr. Greeley is catching it thick and tast on all sides.
