In 1871 it also extended beyond the confines of Russia, appear- ing in Poland, Sweden, Constantinople and one English port, and in October, i871, it was brought across the atlantic in an emigrant shi) to Halifax, Nova Scotia, but was fortunate! soon stamped out. Schurz at once declined to consider it; but when he got back to Missouri, seeing that the question of the annex- ation of San Domingo was likely to become a ferious peint of difference, he wrote General Pleasanion asking him to state more fully the overtures made verbally in New York. He graduated at Dartmouth in 1805. ae Tue Decay or Metz.—The French inhabdi- tants of Metz evidently do not take kindly to German rule. A German census lately taken shows that the population since the war has diminished about fifteen thousand. B the conflict with Germany Metz hada a tion of forty-tive thousand, and a reduction of that number by one-third makesa very perce lible difference in the prosperity of the city. is not probable that the decrease is going to stop here. "Neither can it be expected that the gap thus occasioned will be supplied by Germanem- igration. The German emigrant, as a rule, de- res & more stable home than that which can be afforded bim in the newly acquired territory, and the United States holds out more substantial inducements to him to emigrate than a resi- dence on French soil. Besides, it is not quite so certain that France will not within a few years make an attempt to reclaim all she has lost in the disastrous campaigns of 1870 and 71.
