WASHINGTON CITY: July 16, 1873, TUES: ‘The Star By Ma‘ Persons leaving the city for the summer, or &ny portion of it, can have Taz Star mailed to their address for such time as they desire, at tha Fate of fifty cents per month. Orders, accom- panied by the money, should be zent to the busi- Beewofiice of the paper. — How toSaye the Lives of the Children. A correspondent of the Philadelphia r contends that not only is much suffering }rod:ced, but that many deaths occur from the fear cr the neglect to give these Little ones plenty of water to drink and for bathing. Within 4 few days the writer was called to a little child, three months old, apparently dying of sommer NCIAL AND COMMERCIAL. The New York money market yesterday opened easy, the demand for call loans, owing to the intense dullness at the Stock Exchange, | being small and promptly met at Jai per cout. ‘The extreme ease of the market and the atten- dant low rates for money are chiefly atttibata- ble to the absence of speculative operations, the sommer thus far having been the dullest for muany years. A very little moderation, with plenty of water exter- nally, saved the child’s life. ‘The Ledger in the same connection republishes & Communication from an experienced physi- cian, which first appeared in that paper two years ago. Ite purport is that especial care should be taken that an infant has plenty of ‘¥ ater—good, pure ice water—to drink. Pounded ice, tied in a soft cloth, may be safely sucked, or. if the child is old enough, may be advan- tageously swallowed. Thechild should betaken out into the fresh air frequently, but not in the very heat of the day. It isa mistake to make excursions with infants involving exposare at mid-day. Short trips in the cool of the morning are often useful and cest but little. The little one should be bathed daily—if vigorous, in the ordinary way; if feeble, it should be sponged daily or oftener with water, or, what will be found very refreshing to the child, with whisky and water, or with alechol and water. This is far better than giving the child brandy or whisky by the mouth, and it may be best done with a soft surgical sponge, as it is called, which can be had at the spothecary’s at a trifling cost. ——__-<ee-- ____ Achilles in his tent, is what the New York World calls Mr. Summer, snd wants to know why he lingers. Well, we suspect he is a little Cubious about the company he is aeked to join. ‘The great champion of the colored man may Well hesitate when he is asked to strike hands with the Ku-Klux, and go out with them todo battle with the republican Agamemnon. Mr. Sumner’s hesitancy is explained, we take it, in the following from the Washington correspond- - of the Cincinnati Gazett- : “Px-Senator James A. Shields, of Missouri, bas been trying to persuade Mr. Sumner to adopt the course which leading liberals have urged upon him, namely: to speak upon the i= sues of the hour in Boston, and then the westand south. After hearing various ar pts which Shields presented, Mr. Sum- ner said that while he had strong sympathy with the Greeley movement, there =? one thing which caused him to hesitate, —— treatment of his bad no intention of 1g them. not see bis way clear to co-operate actively with & party that would never accept the princtples of his civil rights bill. But Mr. Sumner ended wi as be began, by asserting his doubts whether he could depend on the new party to do justice to the negro.” ——-202- —-___ These partisan papers which find fault with the Washingtom treaty and the proceedings under it at Geneva, as a concession to Great Britain, should read the English journals and see what they think of it. Perhaps after read- ing the London Globe they will come to the con- clusion that the Grant administration has not made such a bad bargain after all. Tirat paper says that for the privilege of paying into the ‘Treasury of the United States whatever sumof money the arbitrators may award, (reat Britain further pays as follows:—“* An apology to Amere iea; concessions in respect to the Canadian Gshery rights; the extinguishment of the Cana- uian claims for Fenian depredations, estimated by ourselves as worth at least a guarantee of two millions and s half sterling; some concee- mons sbout the Sam Juan boundary, no one seems yet to know how great; the expenses of the original commission sent to Washington, With all the cost in time and money of the com- Tmunirations that have since passed; a large share of a parliamentary session wasted; a great loss of dignity and self-respect.” It is added, too, that the indirect claims, though ruled out at Geneva, may be preferred at any other time aud place, just as may suit the United States. ‘The straight-outs that held their meeting in Baltimore during the session of the convention, and resolved to hold @ convention at Louisville, Kentucky, on the 3d of September next, have not given up the idea of nominating a third set of candidates for the Presidency. Bianton Duncan, who styles himself the chairman of the straight-out national demoeratic committee, has addressed a letter to Mr. Horace H. Day, vice President of the national labor union, sug gest- ing that the unioxists also meet in convention at Louisville simultaneously with the straight- outs, for the purpose of ascertaining whether the two bodies cannot anite against both Grant and Greeley, on a common basis of action. Mr. Day, im reply, thinks highly of the proposition, is very desirous of organizing a people's party, and promises to do what he can to promote the Proposed union. , Te Thg Qhicago Tridwne notes the fact that the ku-klux outrages have ceased since the numina- | tion of Greeley.
